  2. Perspective • Operational Contracting requirements are in law! They are not just policy or a “good idea” • Planners were integral to the initial program management concept of OCS briefed in 2006. Since then, we have made great progress. • CRAWL---WALK---RUN! (We are making progress)

  3. SignificantAccomplishments • DODD 3020.49 Published • Planners have made significant strides in developing OCS annexes; positions have been institutionalized • JCASO accepted and exercised; OCS CONOPS; JTSCC developed • Great work done by DPAP responding to the Commission on Wartime Contracting • Value / goodness in audits • Revised definitions in congressional language • JCASO positions on the books

  4. Significant Accomplishments (cont.) • SPOT • Transition to automated census using SPOT Plus • BTA accepting responsibility for management • Funding • Biometric tie-in • Improvement in compliance

  5. Challenges • Resourcing • Transition of 15 planner positions to government employees • Development of specific details on contract support requirements within combatant commands and integration of service component command plans • Definition and understanding of Program Management

  6. Closing Thoughts • Great progress from a standing start in 2006 • We are gaining broad recognition that contractor support will be integral to future joint operations • We need to continue to work to develop more complete plans • There are real world implications for the work you are doing
