PROCESS OF UPDATING STRATEGIC PLAN • Strategic workshop for SRSA MANCO at Kievitskroon from 9 – 12 December 2007. • Report captured in 1st draft of updated Strategic Plan and submitted to TMT on 28 Jan 2008. • Draft Strategic Plan updated with State of Nation address and presented to TMT on 19 Feb 2008. • Draft was forwarded to all SRSA staff members for final inputs/comments on 4 March 2008. • Presented to both Ministers on 6 March 2008. • Presented to Portfolio Committee on 7 March 2008. SRSA

  3. WHAT DRIVES US AT SRSA? • Priorities identified by the President in his State of the Nation Address. (APEX priorities) • Priorities identified by the government clusters. • Millennium Development Goals • Policy directives of the Cabinet, Parliament, the Minister of Sport and Recreation, the Portfolio Committee on Sport and Recreation and the Standing Committee on Education and Recreation. SRSA

PRE-AMBLE • The United Nations recognises participation in sport and recreation as a fundamental human right, which all Governments should make available to their people. • President Thabo Mbeki has highlighted at various occasions the potential of sport to build social cohesion and national unity. • SRSA acknowledges that the three spheres of Government must plan and deliver services in an integrated manner. • In its strategic direction the Department endeavours to fulfil its responsibility in such a way that we contribute towards transforming SA into a country that belongs to all, united in our diversity. SRSA

SRSA: VISION AND MISSION • VISION • “Striving to create an active and winning nation” • MISSION • To improve the quality of life of all South Africans, foster social cohesion and enhance nation building by maximising access, development and excellence at all levels of participation in sport and recreation. SRSA

KEY STRATEGIC CHALLENGES • Ensuring effective, integrated and aligned operational systems • Elevating the status of sport, including building a case for sport • Reporting, monitoring and evaluation of SRSA projects • Role clarification • Empowering stakeholders • Transforming of sport (including team names, emblems, national symbols, policies on sport) • Ensuring effective support structures SRSA

KEY STRATEGIC CHALLENGES • Rendering assistance to the 2010 national football team • Prioritising of NFs to focus on creating winning performances • Cooperating with Provinces • Promoting good corporate governance • Maximising the returns of the financial allocations of SRSA to sport • Broadening the base of sport and recreation within a proper development continuum • Maximizing access and accelerating the implementation of development sport programs SRSA

SRSA OBJECTIVES • Objective 1: • To broaden the base of South African sport • within an integrated development continuum. • Key strategic focus areas of SRSA to achieve objective 1: • 1.1 Increase the number of participants in sport and recreation. • 1.2 Assist to identify and develop talent that will address transformation. • 1.3 Support to NFs, individual athletes and teams. • 1.4 Develop sport and recreation clubs. • 1.5 Empower the human resource base for sports development with special emphases on a prof coaching infrastructure. • 1.6 Uplift sport in schools. • 1.7 Contribute to social cohesion and peace and development. • 1.8 Secure a proper development continuum and academy system. • 1.9 Build basic sport facilities according to an approved National Sports Plan. SRSA

SRSA OBJECTIVES • Objective 2: • To maximise South Africa's chance of success in • world sport. • Key strategic focus areas of SRSA to achieve objective 2: • 2.1 Improve the success rate of SA in international competitions. • 2.2 Identify priority sports codes. • 2.3 Contribute in making the 2010 FIFA World Cup the best ever. • 2.4 Assist in the preparation of a 2010 national football team. • 2.5 Coordinate Government responsibilities regarding the 17 guarantees signed with FIFA. • 2.6 Assist in making the 2010 FIFA World Cup an African event. • 2.7 Make a meaningful contribution to the 2010 legacy. • 2.8 Support role-models in sport. (Sport legends) • 2.9Establish a scientific infrastructure to support elite athletes. SRSA

SRSA OBJECTIVES • Objective 3: • To raise the profile of sport and recreation and • address issues of national importance. • Key strategic focus areas of SRSA to achieve objective 3: • 3.1 Build a case for sport and recreation. • 3.2 Contribute towards Government priorities through s&r. • 3.3 Use sport as a medium to address issues of nat importance. • 3.4 Support good governance to contribute to a case for s&r. • 3.5 Support a coordinated and aligned sport system through committed collaboration and communication. • 3.6 Update and enforce a code of ethics for South African sport. (Including WADA activities) • 3.7 Strengthen SA continental and international relations. • 3.8 Identify and host well organised major sports events in SA. • 3.9 Contribute to the promotion of sports tourism to SA. SRSA

SRSA OBJECTIVES • Objective 4: • To streamline the delivery of sport by means of • effective support systems and adequate • resources. • Key strategic focus areas of SRSA to achieve objective 4: • 4.1 Ensure that systems are in place to accomplish business excellence within the Department. • 4.2 Develop a regulatory framework for the Department to fulfil its obligations. • 4.3 Endeavour to unlock the resources required to achieve the objectives of SRSA. • 4.4 Provide the legislative framework for the delivery of SRSA objectives. • 4.5 Benchmark world best practice in the delivery of s&r. • 4.6 Ensure that SRSA is correctly represented at forums that could contribute to the achievement of SRSA objectives.
