State of ORS Today • ORS end-state architecture being developed based on overarching guidance (QDR, NSP, DPPG, ORS CONOPS, etc.) • TacSat-3 operational on orbit, providing evidence of military utility of a low-cost hyperspectral sensor, and ability of small satellites to enable rapid technology refresh. • ORS-1 on track for FY11 launch to provide proof of lower-cost, shorter-timeline business model and evidence of tactical utility. • TacSat-4 on track for FY11 launch; will demonstrate UHF comms and FFT mission capabilities. • RRSW contract awarded. MSV contract in source selection. • ORS Office PC/FM support contract awarded, SETA contract in source selection. ORS Omnibus BAA • Acquisition plan currently being developed. • Anticipate multiple calls/proposals over 5 years. • Allows for multiple needs to be filled as they arise and funding available. • Enables responsive procurement actions when funding is available and specific needs are identified.   • Potential Broad Topic Area #1: Employ (ORS Tier-1 Focus) • Use existing assets to meet warfighter needs within minutes to hours • For example, use of current commercial and international satellites • Potential Broad Topic Area #2: Develop (ORS Tier-3 Focus) • Rapidly develop technologies and transition to the warfighter within months • Launch, range, spacecraft, payloads, ground systems, etc. • Anticipate release in FY11.   7. SBIR Program • We expect 2-3 directly controlled SBIR topics per year in FY11 and beyond. • In the 9.3 SBIR cycle we had 3 topics and made 10 Phase I awards. Phase II awards are not yet finalized. • Also, the ORS Office will likely have influence on some AFRL SBIR topics.
