  7. Task 1 As an emergency management network, identify the issues that will prevent an effective response to the emergency

  8. INFORMATION 1: • Access by road is extremely difficult • Power is out • Critically injured numbers escalating • Many large fires burning • Air quality is poor

  9. Task 2 • Identify issues • Prioritise • Develop courses of action • Control Centre location? • Field command structure?

  10. INFORMATION 2: • Water supply destroyed • Telecommunications out • Ambulances can’t access the injured via road • Gas mains ruptured • Thousands trapped in collapsed buildings
