Dates and duration of the review (1) • Timeframe of the Monitoring Review in July 2012: • Training, 11-13 July • Monitoring Review, 16 – 25 July • Review reports and de-briefing, 26-27 July • Timeframe of Monitoring IRC in September 2012: • Monitoring Review, 24 – 26 September • Review reports and de-briefing, 27-28 Sept • Desk exercise in Geneva evaluating only documents submitted by the country for the review

  3. Dates and duration of the review (2) • Duration of: • two weeks – July IRC • One week – September IRC • An initial period of training/refresher • A closing period of validation of recommendations, reports and presentation of results

Mechanism for review and recommendations (1) • An average of 6-8 APRs are reviewed per day • Among IRC members, two members are selected to review each APR in-depth • The names of the two reviewers are confidential and they cannot be shared outside the review itself • Members’ conflict of interest with any particular country proposal are stated at the outset of the review and excuse themselves from any presentation and plenary discussions on the relevant country APRs

Mechanism for review and recommendations (2) • Once each APR has been reviewed in detail, the two IRC members present the review reports and recommendations to the team in plenary • The team in plenary discusses the two reports and proposed recommendations • Final recommendations made during plenary with consensus on the overall merits of each APR • One of the reviewers prepares draft consolidated country review report consolidating the two individual reports and reflecting points from the plenary discussion and consensus on the recommendations • Reviewer checks factual accuracy with CRO • Reviewer finalises country report

  6. Mechanism for review and recommendations (3) The IRC makes one of three possible recommendations for each GAVI supported vaccine and each window of cash support in the APR:

Mechanism for review and recommendations (4) • The draft IRC country review report is circulated by the lead writer to the other co-reviewer, Co-Chair and Chair for agreement and to the Secretariat (respective CRO, Programme Officer or Head of Country Team) to ensure factual accuracy before finalization by the lead report writer • The IRC country report is finalized before reviewers leave • The IRC consolidated report is finalized within two weeks after IRC reviewers leave Geneva

Mechanism for review and recommendations (5) • The IRC country review reports are sent to the country, without the names of the two IRC reviewers • At the end of each review, the IRC provides one detailed report for each APR and one overall report to the Secretariat for transmission to the GAVI Board • The overall report includes recommendations for improving the IRC review and country monitoring processes

Support for the IRC decision making process (1) • The IRC receives country immunization data reported to WHO/UNICEF and WHO/UNICEF estimates of immunization coverage (through JRF), UNICEF Supply Division data on vaccine shipments, as well as CRO pre-screening reports, TAP pre-assessment reports, grant scorecards, previous DLs/IRC Reports and supporting documents submitted with APRs • For HSS window review, the IRC is availed HSS pre-assessments done by independent HSS experts

Support for the IRC decision making process (2) • In addition to logistics support to the IRC team, the GAVI Secretariat informs the IRC about the country situation (through the CROs/POs), provides financial management and accountability updates (through TAP) • The IRC is assisted when necessary by Alliance partners staff from WHO and UNICEF, who may be requested for points of clarification
