  3. SLDS Three Outcomes…. Three primary outcomes will drive the work of the SLDS grant. Evaluation of Effective Educators • Integrate evaluation system data elements into SLDS • Streamline District Data Submission • Develop web tools to view evaluation data • Create system to administer evaluation process Informed Decision Making College and Career Readiness • Data portal for Legislators, NH DOE, and general citizens. • Integrate Special Education database with SLDS. • Integrate DHHS data (foster and juvenile justice data) with the K-12 SLDS. • Develop ROI indicator. • Create NH Dashboard. Expand upon the current district profiles. • Develop and deliver P+ training for new stakeholder groups. • Create a social network for data use. Integrate Data for an Early Warning System. Develop Early Warning Indicators and Reports. Integrate data for College and Career Readiness. Develop College Readiness Indicators and Reports. Note: Tracker and AB are paid for by state. LEA can purchase CC.

  4. SLDS Current Highlights…. Work has begun, although funds are not available until September 15th -- shhhh. Evaluation of Effective Educators • Requirements definition via inquiry from schools and districts, vendors and other states, associations and department staff. • Definition and procurement of social networking infrastructures. • Expansion of P+ data store. • RFP process for trainers and technology development. Informed Decision Making College and Career Readiness • RFP for technology development. • Integration of Special Education common data. • Determination of business needs. • Collaboration with postsecondary agencies and SIS vendors. • Expansion of BOY data collection. • Definition of early warning requirements via schools and districts.

  5. Data Use It’s all about the STUDENTS!!!

  6. What Drives the Data Environment… Data systems must be able to address multiple perspectives and multiple levels of competency: The teacher’s perspective, the administrator’s perspective, the specialist, the district, the policy maker, the researcher, reporting requirements, etc.

  7. Collecting & Using Data Our efforts began with the collection of data with an end goal consistently focused on the use of data. i4see Data CollectionUsing Data Note: Pictures are from clipart.

  8. The breadth of data tools Access Education Data from the DOE home page (view the library books icon on the left panel (www.education.nh.gov).

  9. District profiles (public data) District Profiles provide aggregate data available to the public.

  10. Performance plus: Student Level Data PerformancePLUS provides secure student level data to the teachers and educators.

  11. Longitudinal reports Longitudinal Reports provide easy access to predefined aggregate reports.

  12. Data Collection and Reports Aggregate spreadsheets of data available to the public.

  13. NARS (Detailed NECAP Reports) Secure student level NECAP data available to districts, maintained by Measured Progress.

  14. “Growth model” Based upon the Colorado Growth model, aggregate school level NECAP growth data.

  17. Predefined Reports There are five predefined reports for each school/district.

  18. Grade Comparison Over Time How do the results of each grade compare to one another over time?

  19. Compare Subgroups For example, how do students with an IEP compare to students without?

  20. Cohort Comparison Current grade 7 Cohort history compared to Grade 7 cohort history for state.

  21. A Closer Look – New P+ Reporting Engine Longitudinal reports provide quick and easy access to extensive aggregate trends. PerformancePLUS provides detailed student level access to custom reports and detailed student learning. • Longitudinal Reports • Performance PLUS

  22. Performance plus: Breadth and Depth P+ Enables multiple assessments, creation of local assessments, detailed analysis of student progress, history over time, extensive student attributes (e.g. 21st Century, CaTE, Attendance, College Enrollment, Assessments, SAT, course schedule, etc.).

  23. How are districts using P+…. P+ provide three separate modules. It includes much more than data reports. A new reporting engine provide easier reporting access!!! • Performance Tracker • Extensive Reports • Item Level Detail • Student History • Individual LearningPlans • RTI • Assessment Builder • State and National Assessments • Item Bank • Online Assessments • Mapping to Standards • Local BenchmarkAssessments • CaTE and Survey Style Assessments • Curriculum Connector • Curriculum Bank • Curriculum Mapping • Connection from Map to Assessment to Reports Note: Tracker and AB are paid for by state.   24. Drill Down Reports Create dynamic report and drill down to the student level detail.

  25. Student Level Detail View student progress over years of instruction.

  26. Consider Results by Standard View proficiency by standard across multiple assessments (e.g. NECAP and NWEA).

  27. Consider Results by Item Understand what released items students are having difficulty completing.

  28. P+ Next Steps There are items currently and progress and some potentials that are being considered. Moving Forward (sample of items) • Promote new user interface (reporting tool) • Push predefined reports to user’s home page • Create training documents • Develop Social Network • Deploy regional and virtual training • Hire Trainer(s) • Include NWEA growth factor • Create Student Outcome Reports for evaluations (e.g. SLO measures) • Pursue Accuplacer

Evaluating Effective Educators Outcome 1 of the SLDS grant is to develop tools that will help you with the Evaluation of Effective Educators. 1 Develop inventory of evaluation system data elements and integrate into SLDS (e.g. teacher roster, assessment data, competency data, survey data, etc.) • Potential Models • P+ and EIS • LEA Model that leverages P+ for student outcomes • Other state-wide growth tools • Fully LEA based model 2 Streamline District Data Submission (reduce effort for district) 2 ✓ 3 3 Develop web tools to allow supervisors to view evaluation data 4 Create a system to administer the evaluation process

  30. P+ and EIS Model The grant proposed building upon existing systems, but we can certainly recommend other options if they provide greater benefit to schools and districts. EIS could allow you to view your teachers in a school, view and track evaluation cycle, view and track progress and schedule to complete review. P+ would allow you to review student growth on NECAP as well as other national and local assessments, parent surveys, etc. SLDS Grant -- The Evaluation of Effective Teachers Force of Effective Teaching

  31. Student Roster Create a student roster for a teacher – to display multiple assessments and student growth data!

  32. Any 2 Scatter Plot Consider for example how students proficiency levels changed from 6th to 7th grade.

  33. Professional Development & Support We are moving forward with professional development tools – to lead our implementations. Professional development is critical!!!   34. Questions – Your Input!!! We need your input to ensure funds are spent to maximize benefits. What are you using to track evaluation status? What are you using to track completion of evaluation components (e.g. completion of classroom observation, growth reports, etc.)? What are you using to identify student growth results? Do you need tools to manage class-room observations, and other Charlotte Danielson domains? Where do you see the biggest need for data system support? Would you be interested in being part of an advisory group to help define these tools and support? If not on the advisory committee, do you have staff that work with data who would like to share their best practices? Other comments, suggestions.
