  6. QMS of the government as a strategy to • Promote transparency & accountability in governance; • Provide a framework for assessing quality system performance; • Establish public service quality standards; • Recognize quality excellence among the government organizations.

  9. Quality Assurance and Accountability Framework(QAAF) • It is a roadmap or guide for building a culture of quality in the Department • As a framework, • It has its objectives. • It adheres to a set of premises and salient features. • It adopts a quality management model

  10. Objectives of the QAAF 1. Highlight the strategic importance of schools in providing quality education to learners. 2. Strengthen support of the divisions and regions to schools and community learning centers 3. Define the system boundaries between the DepEd units.

  11. 4. Facilitate the documentation and propagation of best and effective practices. 5. Ensure education standards and management systems at all levels are in place 6. Instill a continuous improvement in the education system. 7. Facilitate decision-making and problem solving.

  12. The Salient Features Of The QAAF

  13. Salient Features of QAAF • The Overall Goal of DepEd is Functional Literacy for All. • The Main Indicator of DepEd success is Learners' Outcome. • Access • Retention • Completion • Achievement • School-Based Management (SBM) is the vehicle through which quality can be attained in schools.

Salient Features of QAAF • Management levels in DepEd take a System Perspective. • DepEd adopts a Process Approach in undertaking procedures within and across levels. • DepEd attaches great importance in Continuous Improvement in order to produce better school system and better learners' outcomes

  16. Understanding Quality Management System (QMS) as an Operational Mechanism

  17. QMS is a mechanism that systematically and continuously examines, ensures and embeds quality in the systems, processes, and outcomes in order to produce better learner outcomes and deliver better technical and management services.

  18. Overall Purpose of QMS: To integrate and synchronize the functions of the schools, division and region to ensure attainment of the standards of quality in education planning, in the implementation of core systems and processes and the evaluation of the intended outcomes for continuous improvement..

Specific Objectives • To ensure quality planning at every level so that the goals of DepEd and purposes of the schools, division and region are identified and taken care of • To provide a mechanism for insuring that standards set for undertaking implementation procedures and processes for programs and projects at different levels are met • To put in place a common guide for monitoring & evaluation • To establish a communications and feedback system to ensure sustainability of the processes
