Release 9.0 – QORA ASR Gateway • Qwest will implement the ASOG Version 34 Industry Standard changes to the ASR forms and fields decided upon at an industry level with participating members of the OBF Committees. • Effective date for this release as dictated by the industry is March 12, 2007. For detailed information about the industry changes on the ASR – refer to the ATIS website: http://www.atis.org/ • Qwest will implement upfront validations in the QORA ASR Gateway that impact all ASRs being transmitted to Qwest electronically. This includes the web-based QORA (Qwest Online Request Application) GUI application, or through direct connections, such as NDM or UOM interfaces.

Customer Impacts/Value • How does implementation of Qwest up front editing add value for you, our customer? • The QORA GUI application is a superior alternative to paper ASR forms, offering on-line help as well as validations for accuracy. • Upfront edits streamline processing time for your request, by ensuring the data supplied by you is as accurate as possible. • Prior to the ASR being accepted into Qwest’s systems, you are notified of the errors on the ASR allowing corrections to be made, thereby reducing the need for costly re-issues of the ASR (supplements). • An accurate ASR helps ensure the accurate provisioning of your request the first time. • Accurate entries also create accurate billing, reducing the possibility for errors on your monthly bill. • Reduced cycle time due to less re-work and supplements being required.

  5. General Changes • Pre-Order Display – QORA GUI • The field names on the “Address Validation by Street Address” tab will be changed to match the Industry ASOG 34 version names. For example “Name” will be changed to “SASN”. Along with this change, links to the Field Level Help will be available. • QORA GUI “Create New” functionality Change: • “Create New” functionality will be changing slightly. When the ASR is copied to a new ASR, the data in the QTY field and the Remarks field will not be copied but left blank. The user will need to populate these fields with the appropriate data for the new request.

General Changes-Cont’d • UOM Ordering Enhancement: • Qwest is implementing a “pull model” option for UOM ordering which allows the customer to pull the “Results Ready ID List” data from a Qwest-provided web service rather than having the list “pushed” by Qwest to the customer. Existing functionality is not changing; this is an additional option being made available.

  7. Field Rules/Validation • CIC Field validation: • Qwest will validate the CIC field on the Trunking/Translations form. When the CIC field is populated, the REQTYP = M and the CC field on the ASR form is populated, (Local Interconnect Services) position 1 must = 9 and positions 2-4 must be numeric. • MUXLOC Field rule change: • Qwest will require on the Transport Form that the MUXLOC field entry match the first 8 characters of the Qwest-owned CLLI contained in the SCFA when the CFA is blank, the SCFA is populated, and the SMUXLOC is blank. • SMUXLOC Field validation: • Qwest will validate the SMUXLOC field on the Transport Form when the SMUXLOC field is populated along with the SCFA field to ensure the SMUXLOC entry matches the first 8-characters of the Qwest-owned CLLI contained in the SCFA. This Validation, as with the MUXLOC field validation in only invoked when the CFA/SCFA facility type = “T1” or “T3”.

Field Rules/Validation-Cont’d • TSC Field Validation: • When the ASR Form has ACT=N and the ACTI =C (New Trunk Group being requested) Qwest will require the TSC field be blank. • PON Field Validation: • Qwest will validate the PON field on the ASR form be populated only with the following valid entries: • alpha/numeric (A-Z, 1-0) • space • period • dash • parenthesis

Customer Responsibilities • Arrange to participate in the 30-day testing window prior to the release • Test for the ASOG 34 Industry changes per industry test plan. • Test for the new Qwest ASR Gateway upfront validations and rule edits • Ensure information on the release details is shared internally with those employees issuing ASRs to Qwest.

FAQs • Are manually transmitted ASRs impacted with this release? • Yes – the industry changes for ASOG Version 34 are applicable and the new forms must be used effective with ASRs transmitted to Qwest after 3:00 pm (MST) on Friday March 9, 2007. • Do the QORA ASR Gateway upfront edits impact our company if we have our own ordering systems? • Yes – all ASRS electronically submitted to Qwest through direct connections, e.g., NDM or UOM are impacted with the new edits/validations.
