  3. I. OVERVIEW ON 5-YEAR PLAN 2006-2010 ON NATURAL RESOURCES, ENVIRONMENT AND POVERTY REDUCTION • General background • Major objectives and duties

  4. 1. MANAGEMENT OF LAND AND OTHER RESOURCES • Equitably and efficiently manage, exploit and utilize natural resources (land, water, mineral, environment,…) • Meet the requirements of economic growth, poverty reduction and sustainable development of the country.

  5. Supplement, amend, and advance legal policies on ownership • River basin areas and wetlands, • Incorporate international policies • Prevent soil degradation and promote sustainable land use

ENVIRONMENTALLY FRIENDLY TECHNOLOGY • Increase the ratio of industrial products of high technology, clean technology and high content of grey matter • Efficiently utilize non-renewable resources • Apply advanced quality and environmental management systems in accordance with ISO 8000, ISO 9000 and ISO 14000

PROGRAMS ON CLEAN WATER SUPPLY AND ENVIRONMENTAL SANITATION • 100% urban areas at provincial levels and 60% district urban areas access to sanitary water • 95% urban people and 85% rural people use sanitary domestic water • Policies on clean water supply and environmental sanitation for the poor

SUSTAINABLE ENERGY PROGRAM FOR RURAL AREAS • Encourage production technology and optimal use of all types of energy • Support research, transfer and application of new energy and regenerated energy • Mitigate negative impacts on environment • Improve living standards, particularly for the poor

  9. Supply high quality electricity at reasonable price for 90-95% of the total households and 100% communes • Apply new energy sources (small hydro power, wind and solar energy,…) to provide electricity for remote areas and islands

PROGRAMS ON ENVIRONMENTAL SANITATION AND PUBLIC HEALTHCARE : • All people are provided with basic healthcare services, and able to access medical services of high quality • All live in a safe community • Develop well in both physical and spiritual terms • Promote healthcare services, especially for the poor

  11. Conduct the policy to partly subsidize medical insurance for poor people • Advance preventive healthcare, initial healthcare, particularly in remote areas and difficult areas where many minority ethnics live

RENOVATE MEASURES TO INTEGRATE NATURAL RESOURCES, ENVIRONMENT AND POVERTY ISSUES IN PLANNING • Study measures to integrate natural resources, environment and poverty issues in planning • Formulate the indicator set and planning indicator system in natural resources, environment and poverty

INNOVATE MECHANISMS AND POLICIES TO SUPPORT IMPLEMENTATION OF ENVIRONMENTAL PROTECTION AND POVERTY REDUCTION PROJECTS • Basically innovate financial mechanisms to manage poverty reduction and environmental protection projects • Renovate the planning allocation towards consistent balance and with integration
