  2. What the methodology needed to be: • Ensure that qualification requirements are influenced by industry as well as other stakeholders • Ensure that qualifications are flexible – supporting progression, entry to workplace • Ensure that qualifications reflect CROQF guidelines

Outcomes of development: Defines the competence required to be demonstrated by industry Defines the performance standard required to be demonstrated by individual Qualification Standards Defines the content of training delivery needed to achieve performance standard Curriculum Occupational Standards

  4. 6 stages of development Develop Curriculum Develop Qualification Standards Develop Qualification Outline Develop Occupational Standards Form Working Group Submitted by any organisation. Supported by Sector Council, Approved by AVETAE Develop Rationale

Development of a ‘rationale’ • Stimulates thought about the purpose of the qualification to ensure its ‘value’ • Tests that there is a need and a market for the qualification • Proposes a set of qualification objectives which can be tested against the sector strategy • Ensures development is managed

  6. Who is responsible? • Developed by either the Sector Council members or any other interested party • Must demonstrate where it links to plans set out in Sector Strategy • Must show support from Sector Council • Submitted to AVETAE for approval • Confirms start of development process

  7. Occupational Standards: Why are they needed? • Analysis of competences needed • Broken down under a series of key headings – helps to identify common competences • Tells us what ‘good’ looks like What do they contain? • Need to clearly understand the competences required by industry • Helps to inform what competences an individual needs to be of value to employers

Qualification Standards: Why are they needed? • Series of mandatory and elective units • Defined in ‘Learning Outcomes’ and ‘Assessment Criteria’ • Combination of practical activity and knowledge • Vocationally specific What do they contain? • Need to state what a learner should achieve through a qualification • Sets the criteria for assessment • Focuses on the ‘outcome’ of the training

Curriculum Specification: Why are they needed? • Information targeted at VET teachers • Breaks content into ‘modules’ to identify where it links to subjects • Allocates timetable hours neeeded • Identifies relationship to General Education What do they contain? • Provides detail of the subject ‘input’ needed by the learner to enable them to achieve qualification • Ensures continuity of delivery

  11. Progress to date: • 13 qualifications currently being developed by working groups – 1 per sector • Mentor/validation support provided by project • Qualifications submitted to AVETAE in early February • Groups have made good progress

Mentoring for Working Group members and co-ordinators Development of ‘Handbook’ for a range of audiences Development of ‘qualification’ for developers Development of training material to support further development Development of database of Occupational Standards and Qualification Standards Development of animation to assist dissemination
