  3. OVERVIEW • Head Start is a federally funded comprehensive program for economically disadvantaged preschool children and their families. Services include; • Education, Nutrition, Health, Dental, Mental Health & Disabilities • Parent involvement to include shared governance

  4. OVERVIEW Tri-party “Shared Governance” Oversight .

SHARED GOVERNANCE • 1304.50(a)(1) - Grantee and delegate agencies must establish and maintain a formal structure of shared governance through which parents can participate in policy making or in other decisions about the program. This structure must consist of the following groups; • Board of County Commissioners • Policy Council • Head Start Team

  6. HEAD START ACT • Board of County Commissioners Roles & Responsibilities • All Head Start SOPs & Policy Council by-laws • Criteria for the recruitment, selection & enrollment of children • Legal & fiscal responsibility • Informed governance

  7. HEAD START ACT • Board of County Commissioners Responsibilities • Review all applications for funding • Review and approve all major policies & procedures • Develop procedures on how Policy Council members are selected

  8. HEAD START ACT • The major focus of the Head Start Act is • More program accountability • More involvement by the governing body (the BCC) • The governing responsibilities cannot be delegated

  10. FEDERAL MONITORING REVIEW • 1 Non-Compliance • Head Start Act 642 Powers & Functions of Head Start Agencies “The grantee did not ensure regular information about Head Start operations including financial statements with credit card expenditures was shared with Board of County Commissioners”

FEDERAL MONITORING REVIEWCorrective Action • Continue to share monthly reports with the Board of County Commissioners • Executive Director report to Orange County Board of Commissioners on a monthly basis during the Board meeting • Board Training - Strengthen relationships between Grantee and Head Start

  12. FY 2013-2014 FUNDING • $12.3 million in Head Start funds • $1.3 million in USDA funds • $792 thousand in VPK funds • 20% match of federal funds ($3 million)

  13. FY 2013-2014 FUNDING • Increase in FY 14 funding • $644,493 Sequestration • Added 6 positions, 2 Seniors CSW’s & 4 Teacher Assistants • Increased contracts for therapy session • Programs, supplies and materials • $158,983 COLA

OPERATIONS • 19 Orange County Head Start Centers • 9 within County-owned facilities • 7 at OCPS school sites • 2 within local municipalities • 1 within a faith-based community • 2014-2015 Changes • Lake Weston Closed due to OCPS re-build • Addition of Richmond Heights Early Learning Center (Pre School Inclusion program)

  15. OPERATIONS • Center Based : Full Day / Full Year • Credentialed Teachers & Teacher Assistants • 19 Asthma Friendly Childcare Centers (Platinum Level Recognition, FL DOH) • 12 Department of Children and Families (DCF) licensed sites

  16. OPERATIONS Voluntary Pre Kindergarten Program Health Screenings (Vision, Hearing, Blood Pressure & Weight/Body Mass) Therapy Services (Speech, Occupational Therapy & Behavior) Nutrition Services (USDA)

ACCOMPLISHMENTS FAMILY GOALS • Parents Participated & Graduated from the Jobs Partnership Program • 1028 Parents received Educational Training • 999 Parents participated in Health Education Training • 2608 Applications were completed for 2013-2014 • 1536 School Readiness Agreements entered with families • 90% Daily Average Attendance for school year

  22. ACCOMPLISHMENTS • Surpassed Head Start Act Teacher Mandate 50% of Head Start Teachers Nationwide must have a 4 year Early Childhood Education degree • 89% of our teachers have met mandate • 9 teachers are currently enrolled in programs • 10 Master level degree teachers

ACCOMPLISHMENTS • Curriculum Specialist authored Curriculum Guide that was shared with UCF Early Learning program and Paramore Kid Zone • Integrated the use of ipads in 34 classrooms • Served 100% of parents with children needing nutritional services. Decreased the number of children at risk for being overweight

  24. ACCOMPLISHMENTS • Embraced the Mayor’s Sustainability Project & Started Vegetable Gardens at 5 Head Start Centers • 100% Compliance of Childcare Food Program Audits & Monitoring visits • CLASS scores are ranked in the top 10% of the 2013 Nation scores

  25. ACCOMPLISHMENTS Expanded Partnerships • Partnership with the Florida State Oral Health Initiative • Cooking Matters program, teaching Parents to Shop Smarter & Save Money with Cooperative Extension • Participated in the Nemours Healthy Kids Initiative

  26. ACCOMPLISHMENTS Expanded Partnerships • Healthy Homes Initiative program with Environmental Protection, Nemours & DOH • Partnered with Orange Community Action for VCC certificate programs • Partnered with the Orlando Science Center to offer a STEM program at Washington Shores Head Start

  27. MOVING FORWARD • Enhancing Shared Governance between BCC, Policy Council, and Head Start Team • Expand the use of Technology for Recruitment, Teaching & Learning • Celebrate the 50th Anniversary of Head Start April 2015 • Expand the Partnership with Orange County Public School to support the transition process • Continue to pursue expanded Community Partnerships
