Issue 1: Decentralized Management Discussion Impact • Multiple / disconnected participants • No Corporate ownership • No tie-in to Agency Readiness • ODNI vs. DoD guidance • No POCs for CJCS programs • Inconsistent adherence to JCS guidance • No training shortfalls identified (Readiness only process in place) • Lack of JTP • Lack of JLLP Resolution Challenges • Have viable programs to meet JCS guidance and provide COCOM support • JTP • JLLP • AMETL/Readiness • Building personal relationships / integration • Building a comprehensive Readiness Program • Educating Senior Leadership in the value of having viable JTP/JLLP • Resource constraints • Corporate ownership

Issue 2: Training Requirements & Objectives Discussion Impact • NSA’s PLEX Office identifies training events – leverages NSA orgs for TO’s • Facilitates NSA only training objectives – some previous successes • Successful linkage of training objectives to AMETL – NLE 12 • Socialization to DIRNSA • Lack of training requirements or objectives creates training deficiency • Plan, Execute, Assess seriously affected Resolution Challenges • Increase advocacy for linking TO’s to AMET • Increase socialization for better NSA TO’s • NSA’s effective use of JTIMS and JLLIS • No current JLLP owner – LL’s on corporate system

Issue 3: Enabling Support vs. Joint Training Discussion Impact • NSA’s PLEX Office enables support to CCMD’s joint training • NSA falls short in fully implementing joint training • Cannot effectively assessing our ability to support the warfighter. • Current org level insufficient • NSA workforce is not sufficiently ready to respond to crisis or major events • Negatively effects readiness – No way to mitigate deficiencies Resolution Challenges • Identify or create exercise events (NEP, CEP, JEP, etc) – Plan, Execute, Assess • Advocate for NSA only training objectives • Link training objectives to AMETL and supporting tasks • Enforce “Train the Way You Operate” mentality • No corporate level office – Functions decentralized • Senior leadership buy in • Creating JTS culture – Language barrier. What is JTS? • Incorporating Joint Training as pillar of joint learning continuum
