Why use REDD+SES in Acre State? • Government Commitment: Conciliation between development and conservation, • The SISA and its programs such as IES Carbon Program, are instruments to achieve this goal, • REDD+ SES: • instrument to demonstrate and communicate the impacts and results of the SISA • bring the main points to pay attention regarding to safeguards and needs for regulation • instrument of the Councils and the Commission for Monitoring and Validation to develop their work

REDD+ SES Initiative: Creation of a multi-stakeholder committee Three Councils: Environment, Forest and Rural Development • SISA Commission for Monitoring and Validation • Includes: Indigenous peoples; small agriculture producers; forest dwellers; private sector (loggers; large agriculture and cattle ranchers); government; • Responsible of approve the norms • Oversees use of REDD+ SES and other validation and monitoring of SISA • SISA Commission for Monitoring and Validation = MultistakeholderCommitee SISACommission for Monitoring and Validation Representative of civil society from 3 State Councils (6) Representatives of the government (6)

  9. Interpretation of Indicators: Capacity building process What we really wants to measure? How we can understand indicators? • Proposal to submit to the SISA Validation and Monitoring Committee • SISA Validation and Monitoring Committee has the responsibility to approve the regulation of SISA and of the IES Carbon Program as defined by the Law • Responsibility to approve the indicators • - Public Consultation • - Final approval by the SISA Validation and Monitoring Committee

Challenges and Opportunities • How to perpetuate the public policies: New Government, new governor • The process of public consultation without basic knowledge about payment for environmental services, RED? REDD?? REDD+??? Carbon???? Reversals????? Leakage?????????. • Design norms which attend the rights and demands to implement REDD activities with successes. • Mecanism to guarantee the governance and the continuity of policies: Capacity Building for civil society and governments • REDD+ SES and indicator development process can serve to strengthen the devolpment of norms and regulation to govern PES Programmes
