  2. The Southeast Europe of Today All countries in the region have confirmed in one way or another their European integration intentions The first group to access are Romania and Bulgaria Candidate status have Turkey, Croatia and Macedonia

  3. Trade in SEE • The trade volume in the region has incresed from has increased from USD 70 to 120 billion in the last five years • Most of the trade is between the region and the EU and much less among the countries in the region (only USD 22.3 billion in 2004) • The bilateral free trade agreements 298 fo far) will foster the intraregional trade • Threats: Competition from Southeast Asia • Weakness: Economic distance tomarkets Vladimir Skendrovic Consultant, World Bank

Non–tariff Barriers to Trade • Border crossings with time consuming and cumbersome procedures • Interoperability difficulties • Tolls • Weak or nonexistant cross-border cooperation • Weak or nonexistant national agency cooperation • Different national regulations not yet fully alligned with the EU practice Vladimir Skendrovic Consultant, World Bank

Reforms • Reforms are needed to meet the EU acquis obligations • Railway reforms to reduce budgetary support and facilitate free access to rail infrastructure • Port security (ISPS) • Customs reforma and interagency cooperation Reforms are assisted by Phare and CARDS programs and the IFIs Vladimir Skendrovic Consultant, World Bank

How Do we Get There? • TTFSE II: a new regional program • The program focuses on interagency cooperation, crossborder cooperation and removal of bottlenecks along corridors, and improvement of information flows • So far most of the TTFSE I countries have expressed their interest.
