  3. What’s Marco Polo II? Marco Polo was a pioneer, a dreamer, a writer, a businessman, a route creator… Marco Polo II is an European Programme finalized to support private and public undertakings engaged in commercial activities to develop the intermodalidality transport.

  4. 5 “W” to win a project When we start to think to Marco Polo II Programme we have to take care about this three topics: • Freight Flows • Suistainable flows • Believe on intermodality

  5. Who?/1 Every stakeholder should be a potential partner in a Marco Polo II programme but only a SOUND PARTNESHIP can try, manage and win the project. Above all the ideal partner is: WHO BELIEVE ON INTERMODALITY as a chanche beyond the project duration.

Who?/2 The call for proposal suggest a minimun of partners in this combination: 1 EU + 1 EU or 1 NEU + 1 EU A slim partnership means a strong presence, in the case of SME’s it’s really important to introduce the mainoperators i.e Railways Companies, Shipping Companies.It’s important to have clear the difference between “Partner” and “Subcontractor”

  7. Who?/3 Partner: a stakeholder interested in the commercial development of the intermodality as mission. Subcontractor: each one able to shift freight off the road by its own carriage.

  9. What?/2 • Suistainable costs: to be competitive on long period ( sound b.p. with the calculation as much as possible precise of all the assumptions). • Suistainable effects: forecast the development connected (the route viability criteria’s answer). 9

  10. What?/3 If the intermodality is the possibility to introduce in the market a new and cheaper way to change freight. So it’s important to create a route door to door between two strategic areas and forecast the possibility to intercept main Corridor when the logistic chain is secondary. Think big, do simply.

  11. Where?/1 All the connections are possibile. The Marco Polo II programme declare as eligible only the cost in EU, but still the cross border point are eligible also the incurrent costs. That means…

Where?/2 • Feasability route’ s criteria means: • Add to the project a draft of the intermodal • contract among the operators: • i.e. if we have as Lead Partne a truck company • and as second member a ship company and the • final destination is in a close area achievable by • train and the Railways it’s not a partner SIGN the • contract fixing costs and transit times as soon as • possible. Better is to sign before submit the • proposal..

  13. Where?/3 • Take care of the market research and the traffic flows and do the route cross screening. • Remember to consider the European dimension and to pursuit the European interest over all.

  15. When?/1 The “doortodoor” and the “just in time” criteria are a declinationof the suistanableintermodality so it’s alsoimportanttoaddto the proposalfigures and a visualisingmapshowing the differencebetween the old and the newroute.

  16. When?/2 All the momnets are good to submit a proposal but has to be clear that the project’s goal it’s not receive found form EU but to shift traffic off the road! That is a thinking revolution! Every moment it’s ok to save the planet!

  17. Why?/1 A Marco Polo II proposal it’s a challenge because it’s a new way to think and to do. And every serious bet has it’s calculation. Save money and transit times shfting freight from the road it’s the MPII’s goal.

Good practices to win a MPII call • In case you have: • An idea for new transport service that would shift freight from the road • Which has a European dimension • Which would be loss making in its first year • But overall shuold become a viable in the long run • … Marco Polo II can support your idea

  21. General Requirements • No distortion of competition! • Funding the condiction in the Call • Clause in the grant agreement • Describe & compare other similar non road-services in the same market • Different market/route/segment of freight/customers/services

  22. General Requirements Eligibility criteria/1: Uniqueness: for which action type you are applying? Transport Services: are you proposing a transport service or logistic concepets? European Dimension-Undertaking: are you a single undertaking or a consortium estabilished in any EU Member State or fully particpating 3 rd Country?

General Requirements Eligibility criteria/2: Type of legal entity: legal persons and privately or public owned commercial undertakings Start up of the action: awill the action start between 1.7.2009 and 1.7.2011 European Dimension-Cost: the budget not finance cost arising outside the territories of the union fully participating Countries

  24. General Requirements Selection criteria: Financial capacity:send the latest financial statements, currnet assets7current liabilities Technical capacity: at least 5 year experience in the project area or a their directly involved employees, evidence provided by comany records and CV’S

  26. The opening call 2010 The call 2010 priorities: • Inland Waterways develpoment routes: the Eaci declare which a 10% of the funds will be dedicated to IWW routes • Motorways of the Sea: the 20% of the budget avaliable will be dedicated to the develpoment of MoS

The opening call 2010 The call 2010 new definition of freight: The shift will include the goods transported, the intermodal transport unit plus the road vehicle, including empty intermodal transport units and empty road vehicles effectively loaded and unloaded at the beginning and the end of the multimodal journey, if there are shifted off the road too.
