  1. Advanced Power Strips (APS)Planning UES Measure Proposal Regional Technical Forum August 20, 2013

  2. Presentation Outline • Measure Overview • Staff Highlighted Areas • Presentation of Measure Documents • UES Analysis and Results • Research Plan • RTF Staff Recommendations • Proposed Decision

  3. Measure Overview • Review the Measure Properties section on the “Summary” tab of the proposed measure workbook.

  4. Staff Highlighted Areas • Measure lifetime • Need RTF to weigh in on appropriate lifetime for this measure (currently set at 10 years) • Research plan sample size • Current sample size (185 sites) may be insufficient to reach 80/20 • Should we oversample to have a higher confidence in reaching 80/20 or use the current sample size and see what level of confidence and precision we get?

  5. Measure UES Analysis and Results • Review the following sections on the “Summary” tab of the proposed measure workbook: • Energy Savings Estimation Method, Parameters and Data Sources • Presentation tab (show savings, cost, and TRC B/C results table)

  6. Measure Research Plan • Review the following sections in the proposed research plan: • Sample Design • Collaboration Strategy • Analysis and Data Collection Plan • Budget (if available)

  7. RTF Staff Recommendations • RTF staff recommendation on the UES estimate: • Overall, savings methodology fine for planning UES measure. • 10-year lifetime may be unreasonable given that measure can be easily moved and removed; equipment changes over time • 2-3 years may be more reasonable • UES estimate currently assumes no removal rate (e.g., due to dissatisfaction); staff suggests adding a non-zero rate of removal • Tier 2 IR savings estimate (321 kWh) could be over-stated given that the APS’s in the study recorded when device would have been shut off. • This misses instances when the TV would have been turned back on; however, it would be difficult to estimate this effect.

  8. RTF Staff Recommendations • RTF staff recommendation on research plan: • The pre/post methodology is reasonable, given that a control group scenario would be practically difficult to implement. • Cautions on sample size: • Current sample size of 185 to sample proposed scenarios (on slide 7). • Invalid sites (see Section 4.2 of Research Plan) could require greater than 185 total metered installations. • Current CV estimate (0.96) based on direct-install studies may be understated for self-installs; therefore greater than 185 sites may be needed to ensure 80/20 confidence and precision.

  9. Decision “I _________ move that the RTF approve the UES measure Residential Advanced Power Strips to: • Planning category; • Active status; • a sunset date of August 31, 2015; • a measure lifetime of ___ years; and • a research plan which includes a sample size of _____ sites.”

  10. Additional Slides For Reference

  11. UES – Tier 1 Master/peripheral load sensing • Applications are assumed to be home entertainment or home office • Weighted average UES for owner-installed • 61% home entertainment • 39% home office

  12. UES – Tier 1 Master/peripheral (cont) • “Typical” home office and home entertainment devices are selected – analyst assumptions, with saturation data from various sources • Power draw in Standby, Ready, and Active states is estimated for each device from various sources • Hours of use for each device in each state are estimated based on in-home metering studies and phone survey reports • Savings occur in master device off-hours • State of peripheral during master off-hours is based on analyst assumptions

  13. UES – Tier 2 IR Sensing • Planning UES is the average of field trials of Embertec IR-sensing APS • 19 households in Australia – population skewed towards high income/high electronics ownership • Avg savings: 760 kWh/yr. • “Normalized” by govt agencies to 436 kWh/yr. • 15 households in South Africa – similar device ownership to other developed countries • Avg savings: 420 kWh/yr. • 19 households in Santa Cruz, CA – recruited from rowing club • Avg savings: 258 kWh/yr.

  14. UES – Tier 2 Motion Sensing • Products are marketed for computer environments • After set period like 30 minutes, power to controlled devices is shut off • Greatest savings occur in monitor
