  2. SOCIAL WELFARE WHAT IS SOCIAL WELFARE? PHILIPPINES Population: 92 million (2010 est.) Poverty Rate: 26.5% (as of 2009) Unemployment Rate: 7% (as of 2011) Underemployment Rate: 19% (as of 2011)

  3. PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) A “human development program of the national government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education.” Provides as much as USD35 a month to a family of five people.

  4. PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) BUDGET: 2011 – USD 547 million 2012 – USD 928 million 2013 – USD 2.3 billion (proposed) The 2011 budget ate up 80% of the total social welfare budget of the Philippines.

  5. PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) CRITICISMS: Why not use the money for long-term development projects (education, healthcare, etc.)? Bias in selection of families that will receive the cash grants (if you have connections, etc.)

  6. PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) CRITICISMS: Families need to spend a lot of money for documents/requirements in order to get the cash grant that is supposed to help them in their financial situation.

  7. PROBLEM Should we, or should we not, allot a huge amount of money to give immediate solution to the poverty problem in the country?

  8. SOLUTION MORE MONEY!

  9. SOLUTION Public forum that will be attended by experts, beneficiaries, government officials, among other sectors to re-assess the project. What will be your stand on the issue? Proceed with the current program, or reduce the budget and allot it to long-term solutions?
