  1. “Regional and International Initiatives Concerning Various Aspects of the Transition and the Digital Dividend Implementation” WEDDIP activities

  2. why WEDDIP WEDDIP' s responsibilities WEDDIP' s results WEDDIP' s future conclusions Radiocommunication Agency

  3. why WEDDIP ? necessity to have a platform covering DD-implementation issues on the basis of cooperation; to discuss issues from a strategic perspective; to discuss alternative solutions/approaches for the DD implementation; to discuss background for chosen solutions; to exchange views on possible solutions for network requirements; Radiocommunication Agency

  4. why WEDDIP ? (cont) sharing plans and ideas on possible approaches for identifying (additional and/or alternative) resources, e.g.: the approach chosen by France and Germany with regard to their effort to freeing up the sub band; effects of new techniques etc); identifying overlapping activities and stumbling blocks; facilitating the negotiation processes (with the aim to advise negotiation teams on relevant topics); Radiocommunication Agency

  5. WEDDIP' s responsibilities The WEDDIP Group shall coordinate the frequency coordination activities carried out by its member countries in order to implement the digital dividend, with a view to: Achieving mutual compatibility of the spectrum resources to be used in the VHF and UHF-band following the implementation of the digital dividend, for both broadcasting and/or mobile services; Facilitating any consequential modifications to the GE-06 Plan; Continuing to respect the principle of equitable access to spectrum resources in the spirit of GE06, while taking into account relevant future developments. The WEDDIP Group shall work on the basis of consensus. Radiocommunication Agency

  6. WEDDIP' s responsibilities (cont)pitfalls and how to deal with them complex implementation process equitable access principle fair redistribution of channels different implementation time lines if not now, when feasible within a certain time frame (time table/temporary use) technological improvements MPEG2 MPEG4 use of DVB-T2 transmissions Radiocommunication Agency

  7. WEDDIP’s results countries involved: Belgium; France; Germany; Ireland; Luxembourg; Switzerland; The Netherlands; United Kingdom; on time identifying the necessity to adept the mandatory implementation of DD I; mutual understanding that only by cooperation realistic solutions could be found; acceptance of temporary agreements; based on hard work and goodwill Radiocommunication Agency

  8. WEDDIP’s results (cont) Radiocommunication Agency

  9. WEDDIP’s results (cont) Radiocommunication Agency

  10. WEDDIP's results quick in responding to changing spectrum management conditions; a large number of (temporary) agreements; facilitating the immediate demand in broadcast spectrum (at least 4 real time usable layers per country) successful in coping with complex and difficult spectrum management topics; Radiocommunication Agency

  11. WEDDIPS’s future all members acknowledged the necessity to have this type of platform; new challenges at the horizon: 700 MHz decision WRC-12 (or DD II) considerations on the future of ‘broadcast’ again studying a refarming of channels Radiocommunication Agency

  12. conclusions the WEDDIP was well considered and in time initiated: quick in responding to changing spectrum management conditions; as a coordination platform successful in facilitating bi- and/or trilateral negotiations: a large number of (temporary) agreements; facilitating the immediate demand in broadcast spectrum (at least 4 real time usable layers per country) Radiocommunication Agency

  13. conclusions (cont) WEDDIP demonstrated that cooperation and collaboration is the most beneficial way to solve complex and difficult issues; successful in coping with complex and difficult spectrum management topics; (sub)regional initiatives are the realistic solutions to avoid time consuming discussions in the well-known gremia; the current trends in spectrum management are requesting quick responses (are the WEDDIP/NEDDIF initiatives examples how to deal with them?). Radiocommunication Agency

  14. Thank you very much for your attention Q & A Radiocommunication Agency
