CPMR - Conference of the Peripheral Maritime Regions • founded 1973 in St. Malo on the initiative of the Region of Brittany • unites currently 159 regions from 29 European countries • organised in 6 Geographical Commissions: Baltic Sea Commission, North Sea Commission, Atlantic Arc Commission Islands Commission, Intermediterranean Commission, Balkan & Black Sea Commission • represents a total population of 200 million • covers an area more than 45 % of the total surface area of the EU • guaranteed independence - association, financed by dues paid by its members

The General Assembly brings together all member regions once a year, • The CPMR Political Bureau under the presidency of Mr Claudio Martini (Tuscany, ITA) since 2002 is made up of a representative from each country as well as the Presidents of the six geographical commissions. • General Secretariat in Rennes (Brittany F) led by Mr Xavier Gizard • Towards a Balanced Europe from Peripheries to Large, Integrated Maritime Units to achieve a polycentric Europe

Common goals • Promoting together a more balanced development of the European Union highlighting the value of all its geographical areas with a view to strengthening its economic, social and territorial cohesion • studying together with EU, national and regional institutions how to implement a Europe-wide polycentric development model and improving European governance. • ensuring that EC policies with a high territorial impact include this dimension in the best possible way and enhancing the Member Regions´ assets. Focus on activities and issues such as regional policy - cohesion, governance, territorial co-operation, environment, maritime-related activities (fisheries, coastal zone management, maritime safety), agriculture and rural development, transports, employment and training, research and innovation, energy, sustainable development etc.

Diverse means of action • CPMR creates awareness among EU institutions to take better account of territorial specificities when drawing up European policies and legislation • CPMR examines the main current affairs within the European Union • CPMR and its Geographical Commissions contribute towards creating partnerships, setting up projects and networking territories

CPMR Baltic Sea Commission (BSC) • Established in 1996 in Kotka, Kymenlaakso, FI • 29 member regions from nine Baltic Sea countries • Executive Committee: one member from each country, election period two years President: Christel Liljeström, Itä-Uusimaa, FI Secretariat in Visby, Gotland, S Executive Secretary: Ms Anne Ståhl-Mousa • Main priorities: spatial planning, human resources, environment, social welfare and cohesion, economic growth, democracy and common security • Main activities at the moment in CPMR/BSC: e.g. EU Cohesion Policy, Transport, Maritime Safety, European Maritime Policy, EU Baltic Sea strategy, Agriculture and Rural Development, Human Resources and Employment • BSC Working groups on Transport, Energy and Climate Change, Fisheries and Tourism
