President Clinton was born William Jefferson Blythe III in Hope, Arkansas • three months after his father died in a traffic accident • When he was four years old, his mother wed Roger Clinton • As a delegate to Boys Nation while in high school, he met President John Kennedy which led him to enter a life of public service. • Graduated from Georgetown University • Received a law degree from Yale University • Married Hillary Rodham • One child – Chelsea

  3. Clinton was elected Arkansas Attorney General in 1976 • Won the governorship in 1978 • Defeated incumbent President George Bush and third party candidate Ross Perot in the 1992 presidential race • For the first time in 12 years both the White House and Congress were held by the same party.

  4. Successes • Lowest unemployment rate in modern times • Lowest inflation in 30 years • Highest home ownership in the country’s history • Dropping crime rates in many places • Reduced welfare rolls • Proposed the first balanced budget in decades • Achieved a budget surplus

  5. Appointed a number of women and minorities to top government posts • Janet Reno, the first female U.S. Attorney General • Madeleine Albright, the first female U.S. Secretary of State.

  6. Family and Medical Leave Act and the Violence Against Women Act • 1993 • Required covered employers to provide employees with job-protected and unpaid leave for qualified medical and family reasons

  7. NAFTA • The North American Free Trade Agreement • Which eliminated trade barriers between the United States, Canada and Mexico

  8. Many worried it would lead to job losses in the US because wages were lower in Mexico • Others countered that it would increase trade and help the economy

  9. Clinton also helped create the World Trade Organization(WTO) that replaced GATT and helped settle trade disputes and create rules for global trade

Domestic Challenges Internet • The internet emerged as a major means of communication and commerce. • People were concerned about inappropriate material on the Internet. • The White House tried to pass a law to limit sexually explicit material, but the Supreme Court ruled that it violated the right to freedom of speech.

  11. Domestic Challenges Terrorism • Terrorists exploded a bomb in Oklahoma City that killed 168 people. • Timothy McVeigh and Terry Nichols were convicted of the crime.

After the failure in his second year of a huge program of health care reform, Clinton shifted emphasis, declaring “the era of big government is over.” • He sought legislation to upgrade education, to protect jobs of parents who must care for sick children, to restrict handgun sales, and to strengthen environmental rules.

  14. Foreign Affairs • Bombed Iraq when Saddam Hussein stopped United Nations inspections for evidence of nuclear, chemical, and biological weapons • Helped broker a peace accord in Northern Ireland in 1998

  15. 1995 Dayton Accords: attempted to end fighting in Bosnia and Herzegovina • 1999- urged the UN to stop Serbia from expelling Albanians from the Serbian region of Kosovo • Bombing campaigns forced Serbian troops out

  16. In 2000, the president signed legislation establishing permanent normal trade relations with China

  17. Haiti • Clinton pledged the use of American troops to lead a UN mission to remove a military dictator. • The presence of UN forces helped bring about a generally peaceful change in government.

  18. Lewinsky Scandal • In 1998, as a result of issues surrounding personal indiscretions with a young female White House intern, Clinton was the second U.S. president to be impeached by the House of Representatives. • He was tried in the Senate and found not guilty of the charges brought against him. • He apologized to the nation for his actions

  19. In 2001, Clinton became the first president to be married to a U.S. senator. Just days before he left office, first lady Hillary Clinton was sworn in as the freshman senator from New York.
