Consortia • Forming a consortium is a way for local governments that would not otherwise qualify for funding to join with other contiguous units of local government to directly participate in the HOME program. In FY 2007, HUD approved 136 consortia Participating Jurisdictions (PJs). These PJs include among their members, jurisdictions that are interested in taking a more regional, collaborative approach to meeting their affordable housing needs but whose individual formula allocations do not meet the minimum threshold for funding.

  8. Community Housing Development Organization (CHDO) • Purposes of Cranston-Gonzalez National Affordable Housing Act of 1990 (NAHA): • (1) to promote partnerships between States, units of general local government and nonprofit organizations, and • (2) to expand nonprofit organizations' capacity to develop and manage decent and affordable housing. • To assist in achieving these purposes, participating jurisdictions (PJs) under the HOME Investment Partnership (HOME) Program must reserve at least 15 percent of their HOME allocations for investment in housing to be developed, sponsored, or owned by Community Housing development Organizations (CHDOs).

  9. Community Land Trust (CLT) • A private non-profit corporation created to acquire and hold land for the benefit of a community and provide secure affordable access to land and housing for community residents (ICE definition) • CLT’s own the land, guaranteeing permanent affordability while residents own the single-family houses, cooperatives, condominiums, commercial property or other facility on top of the land.

Benefits • Regional collaboration and participation (i.e., placement and type of housing produced); • Autonomy with fiduciary accountability (i.e., separate entity with regional board direction); • Increased financial leverage across jurisdictional boundaries (i.e., entitlement jurisdiction combined with CHDO allocation); • Development concepts in support of regional/ jurisdictional needs (i.e., Jobs/Housing balance) and; • Extension of local government development activities (CHDO/CLT development partner).
