  1. Westchester County Department ofEmergency Services Trunk Radio System Agency User Training Motorola XTL2500 (Mobiles) and XTS2500 (Portables) Andrew J. Spano County Executive Anthony W. Sutton DES Commissioner

  2. Class ObjectivesUpon completion of this training, attendees should have attained • An understanding of trunking radio systems. • A working knowledge of the Motorola XTL2500 Mobile and the XTS2500 Portables radios. • The ability to separate Command, Operational and Tactical communications.

  3. Design objectives of the radio system: • Enhance personnel safety. • Decrease overcrowding of frequencies. • Increase ability to effectively communicate. • Establish Interoperability between Fire, EMS, PD, Hospitals and other agencies.

  4. Currently, the same frequency is often used for: • Dispatch • Responding & on-scene communications • Requests for additional resources • Ground operations • In effect…….a party line… Factors Prompting Development:

  5. Dispatch: • Implementation of the new radio system will NOTchange dispatch. • Paging - Unchanged • Siren Activation - Unchanged • Station Alerting - Unchanged • No change!

  6. System Design Objectives: • 95% mobile coverage 95% of the time. • As with any radio system, there will be areas with signal coverage problems, = the 5% • Discussion of how to report areas of low coverage will be addressed later in this presentation. NOTE: Portables are not expected to have comparable coverage to the mobiles.

  7. Westchester Interoperable Trunked UHF System Nine site UHF (470 MHz) Motorola Smartzone trunk radio system. North zone (6 channels) South zone (6 channels) *Control Channel Supplied Equipment: Primary Apparatus (Fire and EMS) Fire HQ (Primary) PD HQ Hospitals Transportation (Non Priority User) 770 Mobile radios 300 Portable radios 115 Base radios 375 Mobile radios 55 Portable radios

  8. Westchester Interoperable Trunked UHF System • Tower/Transmitter Sites connected by T1s • MOSCAD- Site Alarms • (Hardware and Facility) • Backup Power • Uninterrupted Power Supply (UPS) • Generator

  9. Westchester Interoperable Trunked UHF SystemTalk Group Levels • Command (Officer level Communications) • Command - Rig • Rig - Control • Rig - Rig • Rig - Hospital

  10. Westchester Interoperable Trunked UHF SystemSystem Features • Voice Recording • Radio traffic analysis software NOTE: Talk Groups = Channels

  11. Westchester Interoperable Trunked UHF System Design Basis Managing a relatively small number of radio frequencies to allow communication between a large number of users. 1 2 3 Voice Channels

  12. Westchester Interoperable Trunked UHF System • Trunk=A bank of frequencies designed to provide efficient communications with minimal radio congestion. • Operates in a manner similar to popular “point to point” wireless devices. (EG: Nextel) • Requires more user attention than comparable “push to talk” radios.

  13. Westchester Interoperable Trunked UHF SystemChannel Banks Bank A: Trunk Fire Bank B: Trunk EMS Bank C: Conventional NOTE: SYSTEM MOBILES ARE CONFIGURED WITH THE BANK LETTER PRECEEDING THE CHANNEL NAME. PORTABLES DO NOT DISPLAY THE BANK LETTER.

  14. Westchester Interoperable Trunked UHF SystemRoutine Calling • An Agency/Officer not operating at an incident should contact 60 Control by using the “60 - Control” channel. (Bank A or B “60 - Control”) NOTE: Channels without activity may not be constantly monitored by ECC Operators.

  15. Westchester Interoperable Trunked UHF System Trunked screen at 60 Control

  16. Westchester Interoperable Trunked UHF SystemResponse Once dispatched (unchanged) Agencies will communicate on their primary or “home” trunk channel. (unless directed by ECC to an alternate trunk channel.) During periods of heavy radio traffic, an alternate channel(s) can be requested or may be assigned.

  17. Westchester Interoperable Trunked UHF System Bank “A” - Trunk Fire Talk Groups • 1- 60 Control Calling Channel • 10- Fire Battalion Channels • 10- Ops Channels • 10- TAC Channels

  18. Westchester Interoperable Trunked UHF SystemChannel Names/Titles Bank A 60 - Control 60 – Fire 10 to 19 60 – Ops 1 to 10 Tac 1 to 10 The channels that have 60 in front of them, have the ability of communicating with “60 Control”. All channels are recorded. 60 Control does not have the capability to transmit or receive on Tac channels.

  19. Westchester Interoperable Trunked UHF SystemBank “B” - Trunk EMS Talk Groups • 1-60 Control Calling Channel • 10- EMS Battalion channels • 10- Ops channels • 10- TAC channels • 12- Hospitals

  20. Westchester Interoperable Trunked UHF SystemChannel Names/Titles Bank B 60 - Control 60 - EMS 10 to 19 60 - Ops 1 to 10 Tac 1 to 10 All Westchester 911 receiving Hospitals will have Control Stations(installations underway-not complete) The channels that have 60 in front of them, have the ability of communicating with 60 Control. 60 Control does not have the capability to transmit or receive on Tac channels.

  21. Westchester Interoperable Trunked UHF System Channel Names/Titles Bank “C” UHF Analog/Conventional • Channels 1 - 8 are UHF “Ground Operation” channels (aka: Fire Ground) • Channels 9 and up are specific to each agency Agencies not permitted to alter channel lineup (1-8)

  22. Westchester Interoperable Trunked UHF SystemChannel Names/Titles Bank C GRD OPS “Ground Operations” 1 TO 8 Frequencies aka “fire ground” • Channels are not monitored or recorded by 60 Control • Low power (2Watts) • - Meant for on-scene operations (line of sight) only Channels 9 and higher will be unique to each department

  23. Westchester Interoperable Trunked UHF SystemConventional vs Trunk • Conventional is excellent for on-scene multi-agency communications. • Safe for “line of sight” communications. • Trunk system is not to be used for on-scene operations. (EG: MCI, FAST, Etc.)
