Excess vs. Exchange/Sale…. • Excess “means any personal property under the control of any Federal agency that is no longer required for that agency’s needs” • Exchange/Sale “means property not excess to the needs of the holding agency but eligible for replacement. Exchange allowance or proceeds of sale must be applied towards replacement item”

Who Can Acquire Excess Personal Property? • Federal Agencies (and their authorized contractors, cooperatives and project grantees) • The Senate • The House of Representatives • Architect of the Capitol and activities under his/her direction • The DC Government • Mixed-ownership Government corporations as defined in 31 USC 9101 (i.e. the US Postal Service) FMR 102-36.60

  5. Rules Of Acquiring Excess Personal Property… There must be an authorized requirement for the personal property. You must not acquire excess personal property with the intent to sell or trade for other assets. FMR 102-36.70

How Much Do We Pay For Excess Personal Property? $$? • Excess personal property isFREEto Federal agencies (there are exceptions…) • Acquiring agency is required to pay: • shipping and transportation costs and maybe • Packing; • Loading; • Dismantling costs (i.e. Systems Furniture) FMR 102-36.75

Exceptions To Excess Being FREE… • Reimbursement is directed by GSA in accordance with the FMR . • Non-appropriated fund property . . • Appropriated fund property but reimbursement required/authorized by law . . • Acquiring property for use by project grantee that is a public agency or a nonprofit organization and tax exempt under 26 USC 501 . • Requesting or holding agency is DC Government . . • Requesting or holding agency is wholly owned or mixed-ownership Government corp. defined in Govt. Corp. Control Act (31 USC 9101-9110) FMR 102-36.75(b)

How Much Do We Pay On Reimbursable Transfers? • Federal Agencies: • Normally, the fair market value • Project Grantee: • 25% of original A/C to US Treasury • DC Government or Government Corporations: • 20% of original A/C for new and unused property • Zero percent for all other property FMR 102-36.80

GSAXCESS How can I find Excess Property?Use the following methods to find out what excess personal property is available… • Search your agency’s internal property inventory system • Electronically search & select excess personal property on www.gsaxcess.gov • Contact or submit want lists to your regional GSA Area Property Officer or enter into gsaxcess.gov FMR 102-36.90

Process of Acquiring Excess • Interested agency searches for and “freezes” property on GSAXcess • Selected property is allocated by GSA, APO • GSAXcess generates transfer order (SF122) which is faxed to the ordering agency to sign and fax back to GSA • GSA will approve/sign the transfer order and fax copy to holding and ordering agencies • Ordering agency’s responsibility to coordinate pick-up or delivery of property • Holding agency may release property to ordering agency’s authorized representative upon presentation of GSA signed SF122

  11. Direct Transfers • Transfers Between Federal Agencies prior to reporting to GSA • Limited to $10,000 per line item • Acquiring agency does SF 122 • Copy of SF 122 sent to GSA within 10 work days of transfer FMR 102-36.145 (a)

  12. Preapproved Transfers • Transfers between Federal agencies • Acquisition cost exceeds $10,000 per line item • GSA gives verbal approval of transfer in advance • Acquiring agency does SF 122 • Copy of SF 122 sent to GSA within 10 work days of transfer FMR 102-36.145(b)

Screener Authorization Requirements To Remove Property • Federal Employees • Valid Federal ID . • Non-Federal Employees • Proof of Authorization from Sponsoring Federal Agency and Valid Picture ID . • State Agencies for Surplus Property (SASP) • Optional Form 92 Screener’s Identification FMR 102-36.110

  14. Removal Time For Excess Property • Civilian Agency Property • 15 Calendar Days • Defense Reutilization and Marketing Office (DRMO) • 21 Calendar Days
