Background • 10 Provinces and 3 Territories issue Vital Event Certificates in Canada; • Jurisdictions collaborate on certificate design and purchasing of the certificate stock; • Each jurisdiction issues Birth, Marriage, Change of Name and Death Certificates; • All jurisdictions, with the exception of one, issue certified copies of Certificates; • Vital Event Certificates are used to obtain identity documents: Passports, Driver Licenses, Health Cards, Social Security Cards; • Certificates are not used as ID documents;

Historical Overview • …-1965 – sheet size, security printed, paper certificates, personal data handwritten; • 1965 – 1983 – wallet size, security printed and laminated certificates, personal data applied with a typewriter; • 1983 – today – wallet size, NON laminated, security printed, personal data applied using impact or laser printers. Optionally, framing size certificates are available; Current format and main security features - over 30 years old

Current certificate deficiencies • Outdated design • Limited number of Security Features • Security Features that had been in the public domain for an extensive period of time • Distributed Issuance • Laser Printed personal data by some provinces - laser toner is easy to remove, data easy to alter • Size facilitates carrying in wallets – loss of certificates

  8. Current certificate deficiencies • Deficiencies expose certificates to: • Counterfeiting; • Alteration of data; • Theft of genuine certificates; • Impostors using genuine certificates.

New Generation VS certificates • New Design driven by requirement for: • Improved security; • Improved durability and resistance to wear and tear; • Improved document image; • Non-wallet format; • Improved ink/toner stability/adhesion; • Ease of personalization with existing / accessible equipment; • Cost effectiveness.

New Generation VS certificates • Requirements presented to the supplier of the current certificate: Canadian Bank Note Company, Ltd (CBN); • Design of the New Generation document initiated with the assessments of the threats and risks; • Based on this assessment, CBN recommended developed a new prototype design proposing improvements in a number of areas; • New prototype design reviewed by Canadian National Police Force and Intelligence community for security and integrity.
