Key Points from Presentations and Discussions • Disaster prevention and response are global issues that require more cooperation among ASEM. • Disaster management and response are not the sole responsibility of government, private sectors and NGOs have important roles to reduce the impact of disasters and disaster risks. • To prompt a win-win public and private partnership requires effective information sharing system and create incentive mechanisms to engage private sectors.

  6. Key Points from Presentations and Discussions 4. Private and public partnership should focus on: a) Social responsibility b) Business continuity c) Integration of disaster risk reduction into all activities of the private sectors 5. A bottom-up approach in disaster management was emphasized – from local to global. 6. Effective disaster response and relief require short-term assistance, but medium-term and long-term views and planning.

Major questions to the presenters • How does the Korean government built the relationship with private sectors such as Samsung? • What is the content of the Recovery assessment by Red Cross? • How to establish effective information system and create incentive mechanism to better engage private sectors?

  8. Discussions questions for thematic group 3 1 Why do we need to integrate the private into disaster relief? 2 How do we bring in private sector participation in disaster relief? 3 How do we enhance the partnership between public and private?

Suggestions and recommendations • Effective private and public partnership in disaster management and relief also requires participation of the general public. • To enable the private sectors and NGOs to play a better role in disaster relief require information sharing and coordination system among the private sectors. • There is a need to increase the knowledge of disaster response and relief among the private sectors. • More attention should be paid to skill and capacity building for help oneself and rescue mutually
