  1. NGNimplementation aspects on the developing market in Poland IP/Optical Workshop Chitose, 9-11 July 2002 Telekomunikacja Polska Jacek Olejnik Janusz Pieczerak 14/08/2014

  2. Poland and Telekomunikacja Polska • Poland is located Central Europe Population - 38,6 MGDP growth rate - 2,5%Annual inflation - 5,4%Unemployment rate - 19% • Telekomunikacja Polska acts as national operatorMarket share: international calls - 98% long distance calls- 78% local calls - 92 % data transmission - 50%Market penetration: fixed - 31% mobile - 33%Telephone density: 27 main lines/100 inh. Polish market situation: 12 local operators 3 mobile operators 12 long distance operators 50 Internet Service Providers 14/08/2014

  3. TP development • historical operator since 1930’s • established in 1992 as state-own company • from 1992 havy investments due to credits from World Bank • pressure from customers • Internet impact • successive market deregulation • still 1,5 M of subscribers of analog exchanges • possible problems with existing software systems upgrades • TP Capital Group: • TP ( 10 M of subscribers) • PTK Centertel - mobile operator (3 M of subscribers) • TP Internet - internet provider 14/08/2014

  4. Next Generation Network • simplify network architecture- network layers - protocols • obtain manufacturer independence- standard API - independent layer development • easy scalability • convenient creation of new services • flexible interconnection with competitors - possible source of profit • integration with other information technologies - TV, radio, knowledge databases - computer networks • unified multi-service network What we expect from NGN technology: 14/08/2014

  5. NGN - development level • huge literature • evolution of concept- manufacturers, operators, customers • standardisation still on going • no complex implementations - TDM still cheaper - traditional voice makes profit - new services should balance cheep packet voice • successive step in telecommunication • different opinions from companies - maintenance costs of existing infrastructure - implamentation costs - no ‘killer application’ • doubts about the return on investment State of the art.: 14/08/2014

  6. NGN implementation • organisational aspects • economical aspects • technical aspects NGN implementation seems to be the necessary step in developing of telecommunication infrastructure, but during the discussions about the concept we realised potential threats: 14/08/2014

  7. NGN implementation • actual distributed TP organisation dependent on technologies should be redefined - coexistence of new and old technologies can create new challenges - fast technology development requires dynamic and flexible organisations Organisational aspects 14/08/2014

  8. NGN implementation • CAPEX and OPEX balance to keep growth of profit • diversified service level agreement Economical aspects 14/08/2014

  9. NGN implementation • integration with existing technology forms hybrid architecture • new tasks to manage of hybrid network structure and assure security • interoperability between systems • plan of simplification of the network can cause complication first • possibility to define QoS level due to customer’s requirements and opportunities Technical aspects 14/08/2014

  10. 11. TP start to NGN • define main assumptions • NGN scenarios • request for information • tests and selection CBR (TP S.A. R&D) started NGN project to check the real possibilities (in cooperation with France Telecom R&D): 14/08/2014

  12. TP start to NGN • define main assumptions • NGN scenarios • request for information • tests and selection We are going to check the real possibilities: - minimize investment in non NGN technology - progressive consolidation into unified multi-service packet network - avoid to disturb existing functionality management services Intelligent Network - customers shouldn’t be forced to change existed equipment - reserve necessary period for migration to confirm stability and reliability of the solution 14/08/2014

  13. TP start to NGN • define main assumptions • NGN scenarios • request for information • tests and selection We are going to check the real possibilities: - transit: interconnecting narrowband switches over packet core network - access: voice only services for areas served by analog exchanges - access: voice and data services with advantages of xDSL technology - access: integrated access merging voice and data services in a single infrastructure - demand models: theoretical network models for getting information about prices, to get ability to compare solutions on economical level 14/08/2014

  14. TP start to NGN • define main assumptions • NGN scenarios • request for information • tests and selection We are going to check the real possibilities: - request for information to 14 companies - evaluation criteria - methodology of comparison of answers: 1st step: subdomain analysis - referring to certain equipment (VAG, TCS ...) 2nd step: domain analysis - referring to scenarios, services, management, economical analysis, migration strategy 3rd step: solutions rating - analysis of answers - classification of the solutions - ranking of companies We are here now ! 14/08/2014

  15. TP start to NGN • define main assumptions • NGN scenarios • request for information • tests and selection We are going to check the real possibilities: - evaluation lab tests (preliminary) - working out of Operator’s Technical Requirements for NGN - selection of NGN suppliers - validation lab test (compatibility with Operator’s Technical Requirements) - integration lab tests - implementation support 14/08/2014

  16. the base of new technology equipment oriented architecture forced by manufacturers new equipment - source of costs gives meaning to new technology functional architecture customer/operator needs oriented new services - source of profit lack of ‘killer application’ concept TP view on NGN Summarising our work we want to balance ... ... technical approach ... ... functional approach ... ? ... to answer the main questionTo NGN or not to NGN? 14/08/2014
