  1. Wind Technology EU-funded R&D and the 7th Framework Programme EWEC 2007 Milano Beatriz Yordi, Thierry L’Anglois d’Estaintot, Roberto GambiEuropean Commission

  2. RENEWABLES IN THE STRATEGIC EU ENERGY REVIEW January 2007 Sustainability, security of supply and competitiveness are the goals of EU energy policy to which an active renewables policy can contribute

  3. Strategic Energy Review.Renewable Energy RoadmapEuropean Commission, January 2007 Increase share of renewables in EU energy mix to 20% by 2020; Minimum 10% biofuels in each Member State. Binding overall renewables target for each Member State; Member State National Action Plans, setting share of electricity, heating & cooling and biofuels and policy measures;

  4. European Council 8-9 March 2007 Key conclusions on renewables: endorsement of a binding target of a 20% share of renewable energies in overall EU energy consumption by 2020, endorsement of a 10% binding target for the share of biofuels in EU transport petrol and diesel consumption by 2020.

  5. How do we get there? Wind energy providing 12% of electricity consumption by 2020?

  6. The Commission is currently working to put these conclusions into practice via a legislative proposal to be tabled in 2007

  7. Wind energy innovation support • Research projects (Sustainable Energy Systems, DG Research) • Demonstration projects (Sustainable Energy Systems, DG Energy and Transport) • Support to overcoming non-technical barriers (Intelligent Energy Europe Programme) • Wind under the Community regional funds.

  8. Increasing research investment Towards 3% of GDP with 2/3 financed by industry Consolidating the European Research Area Greater coordination of research policies and activities Strengthening research excellence Strategic objectives forEU Research Policy

  9. FP7 structure and budget 50 521 M€ (2007- 2013) Euratom 4 061 JRC 1 751 Cooperation 32 413 Capacities 4 097 People4 750 Ideas 7 510

  10. Cooperation specific programme –Budget

  11. Cooperation Theme 5 - Energy OBJECTIVES: Diversified energy mix Energy efficiency & conservation Low carbon Less dependence on imported fuels TO ADDRESS: Sustainable development Security of supply Climate change Competitiveness

  12. Wind energy in FP7 Cost of electricity driven down Wind Energy Increased conversion efficiency Enhanced reliability Reduced environmental impact will be supported in the Energy FP7 “Thematic Priority” under Renewable Electricity Generation

  13. Research priorities (DG RTD): Development of components and systems for turbines and wind farms External conditions, resource assessment and forecasting for wind energy Testing, standards and certification for wind energy systems Demonstration priorities (DG TREN) Demonstration of large scale systems for on-and off-shore wind farms Integration of wind power into the European power system Wind mapping for offshore applications First Call: Wind energy topics Expected impact: Cost reductions through improvements in technology, up-scaling of turbines, large-scale deployment (including offshore) and grid connection. Wind onshore costs should lead to below 0.04 €/kWh in 2020.

  14. Scientific/technological excellence (award) soundness of concept quality of objectives Implementation & Management (selection) Individual participants and consortium as a whole Allocation of resources Potential impact (award) Contribution to expected impacts listed in work programme Plans for dissemination/exploitation Evaluation criteria

  15. General rules: 3 independent participants from 3 different Member States (MS) or Associated countries (Ac) Natural persons may participate Minimum conditions for participation

  16. Maximum funding rates Research activities: up to 50% of eligible costs except for: • Public bodies: up to 75% • Secondary and higher education establishments: up to 75% • Research organisations (non-profit): up to 75% • SMEs: up to 75% Demonstration activities: up to 50% of eligible cost.

  17. FP7 First Calls

  18. FP6 projects – DG TREN Examples HISP – Hogsara island demonstration projectSTREP – Funding 1.7 Mio€ Start: 26/4/2004 Duration: 39 months DOWNVInD – Distant Offshore Windfarms with no Visual Impact in Deepwater IP – Funding 6.0 Mio€ Start: 14/9/2004 Duration: 60 months StandIce – Standardisation of Ice Forces on Offshore Structures Design SSA – Funding 243,400€ Start: 1/6/2004 Duration: 24 months

  19. POWWOW WP0 WP4 Dissemination WP3 WP2 Wakes Short Term Wind and Waves Management FP6 projects – DG Research Examples • POW’WOW – Prediction Of Waves, Wakes and Offshore Wind CA – Funding 1,0 Mio€ Start: 1/10/2005 Duration: 36 months • UPWIND – Integrated Wind turbine Design IP – Funding 14,6 Mio€ Start: 1/3/2006 Duration: 60 months

  20. INNOWT5000 project

  21. DOWNVInD project, the largest off-shore wind project in the world. First wind project in international waters, The furthest from shore (25 km) The biggest off-shore (5 MW) Deepest water (42 m) Supported by the EC (6 M€ from 6FP from research and technology development).

  22. Going off-shore DOWNVInD project.

  23. The SET-Plan pursues a dual approach to achieve the desired transformation to accelerate efficient and low carbon technolgy - Identify and propose "Large-scale target-oriented European Initiatives" to boost developments (e.g. wind, biofuels, energy efficiency in buildings, nuclear fission, carbon capture and storage, fuel cells and hydrogen, European grid…) These initiatives should be able to pool the critical-mass resources (human, infrastructure and financial) - "Structural measures" to provide stability and high political profile to energy technologies in the medium and long term. The SET-Plan could propose a dedicated Governance structure for European energy research and innovation, progressively leading to joint planning, coordinating, monitoring, and evaluating of European and national programmes and initiatives In addition, a number of support measures could facilitate these developments, e.g. technology watch, capacities watch, low carbon technologies information system, information and acceptance campaigns, etc… The first European Strategic Energy Technology Plan‘ (SET-Plan)

  24. The European Wind Energy Technology PlatformTPWindInitiative driven by the industry officially launched in October 2006Secretariat “WINDSEC” has been selected for support under FP6 - EC Contribution: 686.000 €Endorsed by the EC in April 2007

  25. The European Wind Energy Technology PlatformTPWind. Overall objectives. • Scoping sector innovation and R&D needs • R&D SET- Plan, FP7, other EU and National plans • A single, unified and coherent voice for R&D • EU, Member States, industry, other energy sector, R&D institutions and financiers • Maximal sector sensitivity. Better communication • Within the wind sector & externally (other industry sectors & technology platforms) • “Docking station” • Effective Action Plans, for technology and policy • Strategic Research Agenda (SRA) & Socio-economic Market Development Strategy (MDS)
