  3. Final Rules Changes for Draft 5 • Self-Scheduling • Self-Commitment • Operating Reserves

Self-Scheduling Adjustments • Section 3.2.2a was changed to allow LOL bids to have a zero or negative price, without self-scheduling • Section 3.2.2b changed to allow for a self-scheduling indicator (e.g. “check-the-box”) • Change still may be needed to permit SS decreases in real-time (address pricing and market concerns)

  5. Self-Commitment Adjustments Section 2.3.4.c changed to reflect the correct pricing rules for Self-commitment requests ii. The Energy Block price associated with the Generator’s LOL shall be less than or equal to zero, and the Energy Block price associated with the Energy Block quantity above LOL must (if provided) be equal to zero.

  6. Operating Reserve Corrections Sections 8.3, 9.3 and 10.3 changed to delete incorrect OR pricing language from Section 14A.13 of the RNA 14A.13(b) (iii): “The OR Clearing Price per MW for each category of OR in each market shall be the time weighted average of the highest Reserve Price, Lost Opportunity Costs or Supply Offer Prices, as applicable, for that category of OR that are scheduled by the System Operator.”

  8. Self-Schedule Decreases in Real-Time • Options to be addressed include: • Linkage to SNTs • Develop Compatible pricing rules • Others(?)

  9. Emergency Sales Question: Should/can locational prices be recalculated after an emergency sale to another control area? Issues include: • How to hold load harmless? • Payment criteria from purchasing CA? • Allocation questions?

  10. External Transactions • No 3-part bids at external nodes in Phase 1 • Elimination of predetermined conditions • Others?

  11. Elimination of PDCs for External Supplies Is functionality really lost? • Current market rules limit usefulness of these contracts, and treat them as “price-takers” • CMS rules allow offers to be submitted anytime up to 90-minutes before the hour. Day Ahead submittals can be reduced in real time to zero. (Thus assuring flows as a price-taker as well as a PDC.)

  12. Internal versus External Resource Parity • Discussed as an issue since the determination of “Phase 1” • Functionality added for internal resources to balance treatment of internal and external resources • ISO believes that trade-offs made have been appropriate within the limitations of a single-settlement system

  13. Next Steps • ISO to use current draft of Phase 1 rules to move forward with software design • FERC filing status has yet to be determined
