  1. In-Car Video Management: Technology and Trends

  2. Agenda • Things to Consider • Analog vs. Digital • What Makes a good Video Solution • It’s All about Protection • Protecting: Officers, Evidence, Community and Citizens • Things to Come

  3. Analog vs. Digital Technologies • Pre and Post event recording • Greaterreliability – less moving parts • Higher capacity and more compact storage media • Better evidentiary value of the digital video file • Wireless transfer capability (easy and secure) • Ability to record additional metadata such as GPS, speed, brake, etc • Better authentication and security capability • Significantly better search, storage, and security • Ease of sharing files

  4. What Makes a Good Video Solution ? • Quality and reliability of the video output • Quality and reliabilityof the Camera • Quality and reliabilityof the Recording • Quality and reliabilityof the Playback • Ability to safely store, transfer, search, copy, archive, secure, and provide sustainable evidence in court – THE BACKEND! • It’s a Business Driven Solution • System Support

  5. Camera and Video Equipment Extra Slides Management Integration (6) Data Transfer Storage Support

  6. Evidence Officers Citizens Community A Good Digital Video SolutionIS Protection

  7. Training Tool Improve technique, SOPs Wider Angle Allows officer to move out of traffic and danger zones but still be “in frame” Zoom & Low-light Recording Surveillance at safer distance See what others can’t Protects from false claims that can derail careers and limit advancement Officer Safety

  8. Clear & Detailed Highest quality video Reliable Rebuttable & Proven Technology Secure & Tamper-proof Efficient Smallest file size, best file management Protects the Evidence

  9. Risk Mitigation Protects from false claims that can cost millions of dollars and cause bad community relations Improved adherence to SOP Invaluable investigative tool Protected Video Try your case in court, NOT the court of public opinion Out-of-context video – Someone WILL record the event. You need a complete & accurate record Protects the Community

  10. Provides Visual accountability Higher convictions rates takes dangerous criminals off the streets Protects the Citizens

  11. Cameras that offer Wider Angle Lens Improves Officer Safety

  12. Traffic Stop with Wide angle Lens

  13. Danger Zone In 2006, 247 Officers were Killed here Let’s look at that traffic stop again

  14. This is the angle/coverage area of a system w/Wide angle Lens This is the angle/coverage area of the average video systems

  15. Danger Zone The Goal is to eliminate or greatly reduce this danger zone

  16. Danger Zone Danger Zone In an effort to improve officer safety, many departments have adopted a “turn-out” SOP The only issue is a normal camera angle WILL NOT capture the entire scene A System with a Wide angle Offers Better Coverage!

  17. Here is an alternate form of a similar “Turn-out” SOP

  18. Here is what you get with a wide angle lens And what you lose with standard systems

  19. What does the Future Hold?

  20. Arbitrator 1.1 Forecast Combined Technologies Fixed Video ALPR Streaming Video

  21. The Goal: Be able to present an accurate depiction of an event from “cuffs to court”

  22. The Next Big ThingH.264 • Quality and Size (Bit-rate) • H.264 clearly has a bright future, mostly because it offers much better compression efficiency than previous compression schemes. • The improved efficiency translates into three main benefits, or a combination of them: • Higher video quality at a given bit-rate:reduction in artifacts such as blockiness, color bands etc. • Higher resolution:as the video world transitions to High Definition, a mechanism is needed to deliver it. • Lower storage requirements:lower storage requirements will allow for large amounts of content to be delivered on a single disc.

  23. The Difference is Clear MPEG 2 H.264 For a given bit-rate, the level of video quality or resolution is greatly enhanced with H.264

  24. “Wearable Camera” Concept Overview • What is “Wearable”… • Attaches to the officer (no need to hold) • Able to record video / still images/ audio data without any officer intervention • Wearable Camera Features… • “Image Stabilization” Prevents the undesirable shake and vibration from walking / running • “Super Wide Angle – 180 Degree” Capturing panorama image (180 deg) by “Super Wide Angle Mirror“ Wearable Camera (Loop type)

  25. Feature “Image Stabilization” • Benefits • Prevents shake and vibration when walking / running • Technical Features • Robust motion estimation using sensors (eg, gyro) and image processing Easy to track the target objects (ex. person, license plate) Original Stabilized Image
