Donated to the City December 1984 Use Plan developed to define the purpose of the complex City donated space to Silver Key for a 33 unit housing complex for low-income seniors (Senior Heritage) Colorado Springs Senior Center opened in 1986 and Senior Heritage in 1987 Senior Heritage is managed by the City’s Housing Authority Debt was retired in 1996 Property is managed by a professional commercial real estate broker

Environmental Issues Environmental Issues • August 1995 - Discovered petroleum hydrocarbons (benezene) in the groundwater from a former retail gasoline station • Submitted findings and a Corrective Action Plan to the Colorado Oil Inspection Section (OIS) • Remediation started in 1997 and completed in 2006 • Cost: almost $1 million • Fall 1997 – Discovered perchloroethylene/tetrachlorrethylene (perk) in the groundwater from a former retail dry cleaning tenant • On-going monitoring to detect the flow of the perk

  5. Miscellaneous Information Miscellaneous Issues • No restrictions placed on the property • Maintenance of the parking lot • Senior Center and community center senior programs are supported in part by funds from the complex • On-going environmental monitoring

  7. OPERATING BUDGET • The 2008 operating budget for the Colorado Springs Senior Center • Salaries - $385,000 • Building Maintenance - $170,000 • Program - $45,300 TOTAL- $600,300

  8. HISTORY • The Colorado Springs Senior Center opened at 1514 N. Hancock Ave. on May 5, 1986 • 125 programs weekly, to include the areas of education, health, fitness, dance, computers and the arts • 65 community partners offer a variety of clinic screenings and health services • 2,250 customers served weekly • 12,000 program hours annually • 120-150 hot lunches served daily, Monday thru Friday, by the Golden Circle Nutrition Program • 66 community groups use meeting space monthly

  9. ANNUAL FUNDING SOURCES Breakdown of 2008 asset sources that support the Colorado Springs Senior Center • City of Colorado Springs General Fund - $353,993 Four FTE’s ($255,448); rental of 1514 N. Hancock property ($73,907), program expansion allotment ($24,500 for 2008 only ) • Dr. C.D. Smith Senior Center Endowment - $105,600 Allocated Fund expenditures (account interest only) used in accordance with the Last Will and Testament of Dr. Smith to provide for the maintenance/upkeep of the Colorado Springs Senior Center facility. 3 year average annual expenditure - $76,000 • Russell Curtis Senior Center Endowment – $85,850 Allocated Funds expended in accordance with the Last Will and Testament of the Curtis Estate to be utilized to provide programs for the elderly at the Colorado Springs Senior Center. 3 year average annual expenditure - $48,800 • Human Services Complex Enterprise Fund - $118,288 Hourly salaries ($66,432); Travel Program ($6,000); Utilities ($27,856); other operating expenses not qualified for endowment use ($18,000)
