  1. Providence Wardens & Clerks • Voter Affirmation • Provisional Voting

  2. Things to do first • Check the precinct tag on your equipment and blue supply box – make sure you have all the right equipment. • Turn on the Eagle & AutoMark to make sure there are no problems. • Break seals on your blue supply box and get your supplies. • Verify you have everything. • Call the Board of Canvassers if you are missing anything.

  3. Seals • Place any seals you break inside • Get new seals when you close

  4. Replacement of Eagle/AutoMARK • Use this certificate if your equipment has to be replaced

  5. Clerk’s Bag • Confirm your seal numbers • Check how many pages of the ballot you received

  6. Clerk’s Bag • Write any discrepancies on this form

  7. Provisional Ballot Categories • Voter’s name is not on the poll book • Poll book indicates voter applied for a mail ballot • Voter’s identity has been challenged by you or a party watcher • Voter does not have appropriate ID

  8. Important Reminder • If a person is not registered, they may go to City/Town Hall and vote a ballot for President/Vice President on Nov. 6. • Check with the Board of Canvassers because a few communities are using a location different than City or Town Hall. • If a voter is unsure if they are actually registered, they should go there to vote. • If they vote a provisional ballot and aren’t actually registered, the ballot will be completely disqualified.

  9. Setup Provisional Ballots • Get the provisional supply bag from the blue supply box. • Read the yellow provisional checklist to make sure you are following the correct procedure.

  10. Info Sheet • Every provisional voter gets an information sheet. • Required under federal law.

  11. Put a label on the ballot A POLLWORKER MUST NEVER WRITE ON THE BALLOT!

  12. Provisional App • Write your precinct number at top! • Voter signs • Clerk signs • Be sure to check a category • Voter does not fill-out a ballot app with Supv.

  13. Provisional Ballots • Voter takes the ballot and envelope to booth. • The voter must return to the Clerk’s table with the ballot sealed in the envelope • Make sure the envelope is sealed and the application is still on the front.

  14. Provisional Ballots • Tear off only the receipt from bottom of the application. • Give the voter their receipt. • Insert ballot into red provisional ballot bag. • Make sure Supervisors put an “X” through the voter’s label on the poll book (if there is one).

All Inactive Voters Must Complete Pink Affirmation Card • Poll book will say “Affirmation Required” • The voter completes a pink Voter Affirmation form before completing a ballot application. • Make sure their address has not changed. • Have Supervisors check the “Affirmation Card Completed Box” on the ballot application. • These voters are entitled to vote a regular ballot.

  17. If voter moved in same City/Town: • 30 days or less before Nov. 6, they vote at their old polling place. • More than 30 days before Nov. 6, they vote at their new polling place. Have the voter complete a pink Voter Affirmation card, which is placed in the Board of Canvassers Return Bag by the Clerk.

  18. Voter moved to a new City/Town: • 30 days or less before Nov. 6, they vote at their old polling place in their former City/Town. • More than 30 days, but less than 6 months before Nov. 6, they vote a Limited Ballot at the Board of Canvassers of the former City/Town. • More than 6 months before Nov. 6, they are not eligible to vote.

  19. Eagle Capacity • The Eagle has a capacity of 1700 ballots. • Some polls will be provided with an extra ballot box. • If your public display counter reaches 1400, call the Board of Canvassers. • A tech will come out and install the new ballot box for you.

  20. Print the 5 copies of totals • 1st copy - Board of Elections envelope • Other copy - Memory pack envelope • Other copy – Tape on door outside polling place • Other copy – Board of Canvassers return bag • Other copy – With the voted ballots from Bin #2 Make sure you have enough paper to print the 1st copy!

  21. Close down the poll • Open the red bag with the GOLD KEY. • Clerk must count the provisional ballots. • Lock the red bag and seal the other end with a red tie seal found in the “seals envelope” • Write seal number on both copies of the Election Certificate

  22. Compartment #1 of Eagle • Remove all ballots from Compartment #1 • Place inside the ‘Write-In” Envelope. • Seal with red-bordered seals. NEVER MIX ballots from Compartment #1 and #2 of the Eagle!!!!

Compartment #2 of Eagle • Remove all the ballots from Bin #2. • Neatly stack voted ballots and place inside ballot security case. • Make certain you have removed all ballots from the Eagle! • Place a copy of totals tape in the case and seal it with orange seals supplied by the Board ofCanvassers.

  24. Election Certificate • Account for all of your ballots. • Number of ballots cast will need to divided by number of pages you ballot. • Account for all of your ballot applications. • Place 1 copy in BOE envelope and 1 copy in BOC return bag.

  25. Unused Ballots • Seal only opened packages of unused ballots in this bag. • Never place voted ballots in this bag or the plastic blue supply box.

  26. Board of Elections Envelope • Fill the Board Elections Return envelope. • Place the 1stSigned Copy of the totals tape inside. • Check-off the list on the front.

  27. Board of Canvassers Envelope • Use the checklist on the front. • Put keys inside. • See list on front. • Seal it.

  28. Close the polling place • Unused ballots & forms. • Unused ballot applications. • Posters and signs issued by the State. • Pens, magnifying sheet, etc.

  29. Do not put these in blue box • Voted ballots removed from the Eagle • Forms signed or completed by voters • Voting lists • Street directories • Items issued to you by the Board of Canvassers

  30. Seals • Seal the blue supply box(s) with new seals • Write seal #’s on election certificate • Place the Eagle, booths, supply box, and AutoMARK case and table in secure area

Equipment Reminders • In the morning, make sure you plug-in Eagle and check the ballot boxes. • 4 pollworkers must sign the zero tape. • During the day, have the voter immediately pull out any rejected ballots. • If the Eagle is using a lot of paper due to ballot errors, use your judgment as to whether to call to have the paper roll changed.

  33. Equipment Reminders • If the Eagle ballot box needs to be swapped during the day, don’t forget to also empty the full one when you close the poll. • In the morning, make sure the AutoMark is turned on. • Run your morning and afternoon AutoMark Verification Ballots • Call Tech Support with any problems (phone # is on yellow ink cartridge installation instructions).

  34. The following items will be picked up • Board of Canvassers Return Bag • Board of Elections return envelope • Ballot envelope (Voids, Write-ins, Etc) • All signed ballot applications • Ballot Security Case • Voted ballots with copy of totals tape. • Board of Canvassers Box or Canvass Bag • All voting lists and directories • Rulers, extra signs, etc.

  35. Equipment Training for new Moderator’s & Clerks Only Moderator’s and Clerks who worked in the Primary are DISMISSED Don’t forget your election pin!
