JAA FAA Harmonisation Work PlanFlight CrewLicensingIntroduction and Background Background • JAA/FAA Harmonisation Workplan • Commitment between JAA and FAA to “develop a structure and formal procedure” for their joint harmonisation programme. • EU – US Open Aviation Areas • EU policy to work towards a Transatlantic Common Aviation Area (TCAA). 2

JAA FAA Harmonisation Work PlanFlight CrewLicensingIntroduction and Background Implementation Procedures for Licensing • development and establishment of Implementation Procedures for Licensing (IPL) for : • the conversion of pilot certificates/licences for aeroplane between the FAA and JAA NAAs. 3

JAA FAA Harmonisation Work PlanFlight CrewLicensingIntroduction and Background Scope • A Bilateral Aviation Safety Agreement (BASA) : • must be in force between the USA and a JAA Member State in order to sign an IPL between the FAA and that JAA Member NAA. • A model IPL : • formally agreed by both the FAA and JAA, will form the foundation for any proposed IPL. • Variations from the model IPL may be used to address specific issues (e.g. legal and technical aspects) which would enhance the acceptability of an IPL between the FAA and a specific JAA NAA. 4

JAA FAA Harmonisation Work PlanFlight CrewLicensingIntroduction and Background Process • The process for developing the model IPL includes, where required: • familiarisation with each other’s licensing system • comparison of pilot aeronautical and theoretical knowledge requirements and testing • comparison of pilot aeronautical experience, training and skill requirements and testing • medical certification comparison 5

JAA FAA Harmonisation Work PlanFlight CrewLicensingIntroduction and Background JAA Position • The JAA Committee confirmed the JAA Member NAA’s commitment to the HWP and the development of a model IPL at its meeting in Phoenix in June 2002. Current Work Status • In the absence of a structured participation in comparison work by JAA NAAs the FAA completed a thorough comparison study during 2001, since updated in 2002. • That study forms the basis of the conclusions by Central JAA and the draft proposal » WP JAA LST 21a. • NAAs have the opportunity to view the comparison study. 6

JAA FAA Harmonisation Work PlanFlight CrewLicensingIntroduction and Background In summary : • The focus should be on developing and agreeing the IPL document itself, particularly the Special Condition. • The comparison exercise is an essential part of the process, but is not an end in itself. • Special Conditions in the IPL should be based on safety essential arguments. • Intention : • Not to absorb one system into another, but • To recognise the strengths of each system evidenced by its output, and • Agree the means by which it is made easier to convert licences from one system to the other 7

JAA FAA Harmonisation Work PlanFlight CrewLicensingJAA LST Full JAA/FAA IPL Workshop [16 April 2003] During this Workshop general consensus was reached on: • Agreement on the contents of the conversion table (Special Conditions) • Methodology to deal with the comparison exercise : • No medical comparison required • No requirement for comparison on practical test standards • Comparison required of theoretical knowledge, training courses and instructors. • Outline of the future workprogramme 8
