Ghana’s Progress so far Enrolment Special Schools Functional Literacy Programme Till date, 2,740,566 learners have been recruited (enrolled) under the programme. 1,809,772 learners have graduated with 395,937 dropping out. Currently, 534,857 learners are enrolled and being undertaking through the modules of the programme. Ghana: Ministry of Education

  8. Challenges • Monitoring and evaluation – a comprehensive programme of monitoring and evaluation at central and district level is required; • Human Resource Capacity – Training of staff at all levels of the education system is to be given priority attention; Ghana: Ministry of Education

  9. Resource constraints - These are a significant obstacle to overcome and attention is being given to identifying resources for the achievement of Universal Primary Completion; • Funding Allocations – increasing sources of external funding presents the danger of EFA goals being compromised as funding is targeted at other levels of education.
