  2. What is the CPSPP? The California Public Safety Procurement Program (CPSPP) administers two federal programs which assist State and local public safety agencies with the purchase and acquisition of equipment for law enforcement, emergency response, homeland security and counter drug activities in the State of California. These two programs are the 1033 (free) and the 1122 (buy) Program. The California Emergency Management Agency has been designated by the Governor as the lead agency for program management within the State of California.

  3. 1033 Program (Free) Allows Law Enforcement Agencies (LEAs) to obtain excess property from the Department of Defense (DoD) through the Defense Logistics Agency Distribution Service for law enforcement activities. This property is provided at no cost to the LEA s (except for the cost of transportation). To qualify, LEAs must have apprehension and arrest authority as defined in California Penal Code, Section 830.

  4. 1033 Program History The 1033 Excess DoD Personal Property Program was originally authorized in 1989 under the National Defense Authorization Act of 1990, Section 1208 and required that this federal property was to be used for counter drug activities and counter terrorism. In 1996 this section was superseded by Section 1033 which expanded the use of the program to include law enforcement activities. The only exception is LEAs can not screen items to support their inmate populations.

  8. The 1122 (Buy) Program The 1122 Program is a Federal Program that allows State and local governmental agencies the opportunity to purchase equipment suitable for Homeland Security, Emergency Response and Counter Drug activities via Federal procurement systems.

Authority for the 1122 Program • Authorization is contained within the National Defense Authorization Act (Section 1122) for fiscal year 1994 and 2009. • The California Emergency Management Agency has been designated by the Governor as the lead agency for program management within the State of California.

What is the 1122 Program • It is an Emergency Response, Counter Drug and, Homeland Security Procurement Program. • It’s an opportunity to save significant percentages (typically from 15% to as much as 80%) on purchases due to the large volume purchasing power of the Federal Government. • It’s an opportunity to supplement an agencies purchasing processes. • The 1122 Program is a voluntary program. • It’s a program designed to save an agency money.
