A bit of background: JAG National • Jobs for America’s Graduates “JAG” is a school-to-work model for at-risk and disadvantaged young people across the U.S. • Incepted in 1980 – serving its 1,000,000th student this year • In 2012 – 2013: • 31 states • 895 local programs • 44,044 participants served

Delivering on: Graduation • Jobs • College Attainment • JAG National Results (2013): • 91% graduation rate in the nearly 1,000 classrooms • where JAG operates, from the most rural to the most urban. • Doubling the rate of employment for poor and • disadvantaged youth and tripling the rate of full-time • employment compared to their counterparts. • Doubling the rate of enrollments in higher education for • this population, almost entirely first-generation college • students.

  6. A bit of background: JAG Michigan • Kinexus formed a franchise relationship with the National organization to offer JAG across Michigan • JAG Michigan started in 2008 in Benton Harbor • 64.8% of BH JAG alumni are either in post-secondary education or employed (2013)

JAG Michigan – Model • Instruction: JAG Specialists deployed in traditional schools, alternative schools or out of school programs • Adult Mentoring, Advisement & Support: • Attention to students to overcome barriers • JAG National Curriculum: 37 to 86 • Employability Competencies • JAG Career Association/Student-Led Leadership Development: Develop, practice, and refine employability, leadership, and team building skills

JAG Michigan – Model Program Applications Multi-Year Program.  Dropout prevention program serving students (9th to 12th grade) who display significant barriers to graduation or transitioning into post-secondary education or the labor market, including 12 months of post-graduation follow-up services. Senior Program.  School-to-work transition system for high school seniors most at risk of not completing high school or successfully transitioning into post-secondary education or the labor market, including 12 months of post-graduation follow-up services.

  11. JAG Michigan – Model Program Applications Alternative Education.  Late-stage dropout prevention program serving students (9th to 12th grade) unable to succeed in traditional high school. Out-of-School Program.  Dropout recovery program serving youth (16-24 years) who left the traditional school system and want to complete requirements for a diploma or GED. JAG also assists them in securing a quality job leading to a career and/or enrollment in a post-secondary education program. Early College Success Program.  A collegiate-based dropout prevention program helping at-risk students in the 10th-12th grades successfully complete their first year of college and ensure graduation with a degree, certificate, diploma, or transfer to another college.

JAG Michigan – Return to School Rate • Out of 282 Michigan participants who were eligible to return to school in September 2013: • 182 enrolled in same high school (64.5%) • 50 enrolled in a different high school in the same district (17.7%) • 36 enrolled in a different high school in a different district (12.7%) • 3 did not return to high school, enrolled in • GED program (1.06%) • 11 no response 95% Return-to-School Rate

JAG Michigan - Results • Statewide outcomes for the 2012-2013 school year • 95% graduation rate (goal 90%) • 76% experienced a positive outcome (goal 80%) • 40% were employed in a job in the public or private sector (goal 60%) • 35% were employed in a full-time job (goal 60%) • 75% were in a full-time placement (goal 80%) • 41% were enrolled in post-secondary • education

JAG Michigan Funding • Received $1,010,000 JAG expansion grant from the State of Michigan’s Workforce Development Agency for 2014-2015. • Received $1,250,000 commitment for the City of Detroit over three period to establish JAG programming in DPS. • Funding through Altria Foundation, Bosch, Coast 98.3, and United Way of Southwest Michigan. • Pending requests into Charles Stewart Mott Foundation, AT&T Foundation, and Ford Foundation. • Working towards legislative appropriation for JAG Michigan.

How does WIOA affect JAG Michigan? • The recent WIOA legislation will have an implication on the JAG Michigan program. • Specifically, the legislation requires that 75% of WIOA dollars be spent on Out of School Youth. • Remember JAG Michigan is a dropout prevention AND recovery program… it includes Out of School Youth • JAG Michigan’s Out of • School Youth Model can • provide structure to an • unstructured program

Launching a JAG Michigan Program • If you are interested in launching a JAG Michigan program, we are interested in having you! • Investing Stakeholders: • Schedule initial conference call with your team (inclusive of Executive Director) • Meet with other relevant stakeholders – contractors, EAG members, board members and generate buy-in • Approach school administration or program providers to assess interest in program OR consider developing an Out of School program • November – May is the perfect time to develop a program in preparation for Fall 2015 launch
