NC-TOPPS Purpose • NC-TOPPS is the Division’s web-based system for gathering outcome and performance data on behalf of mental health and substance abuse consumers in North Carolina’s public system of services. • Used by the Division for Mental Health and Substance Abuse Prevention/Treatment Block Grant reporting, program monitoring and other Federal reporting requirements.

LME and Provider Use • LMEs and provider agencies can use this data for client outcomes tracking; quality management and quality improvement initiatives; accreditation • NC-TOPPS Individual Report • NC-TOPPS Outcomes at a Glance 2.0 • Template Reports (discontinued as of September 2011; will be replaced by web-based queries in the new system)

Performance Expectations According to section VIII of the NC-TOPPS guidelines the LME-Provider Contract or Memorandum Agreement holds the primary provider agency responsible for participation in the NC-TOPPS system through completing and submitting NC-TOPPS interviews for all required consumers, as defined in Section IV, within the timeframes specified in Section V.

  7. How Can We Continue To Improve? • Have a registered Superuser at your location. A Superuser is required at each agency location. • Superusers can: • pull, track and print NCTOPPS updates. • approve new users at your agency. • transfer consumers form one QP to another. (within the same agency). • remove QP’s when leaving the agency fro the NC-TOPPS system. Please contact JenniferM@sandhillscenter.org for Superuser enrollment information.

Improvement Continued…. • Things to note/remember- • View and use NCTOPPS Guidelines (Version 8.0) and Quick Start Guide (recent version dated August 2011). • A in person interview/update can be done 2 weeks before and 2 weeks after the due date. If thirty days past due date the next interview will now be due. Updates are required to be completed before the thirty days is up. Past the two weeks will result in the compliance/timely rating to be low. • Make sure to click “submit” on all interviews. You will need to follow through to the screen where the letters are green and says “Interview Successfully Submitted”. • Notify the LME of email or address changes. • Contacting the LME or help desk may take time. Don’t wait until the due date or after to contact us for questions/concerns.
