Small to medium sized business delivering broadband internet using a fixed wireless system. • Primarily users unlicensed spectrum • Licensed spectrum for point to point connections • Fiber backbone connection to the internet • Predominantly rural market coverage • Over 2,000+ WISPs in the USA serving over 3MM residential and business users What is a WISP?

Financial limitations can be a small issue • Knowing where the demand is (National Broadband Map is a big help) • Local Government ordinances and policies • Unfair Government subsidies hamper deployment • Current subsidy programs that favor high cost Telco wire-line due to ETC requirements • Stimulus projects without adequate oversight: • Over building existing markets • Telephone companies taking advantage of the system What are obstacles for a WISP?

WISP’s can scale to the demand, large or small. • More spectrum: • TV White Space (Sub 1-Ghz- Non Line of Sight) • 3.55Ghz (Excellent for Line of Site small to medium coverage areas) • More 5Ghz • Need to be able to leverage existing infrastructure assets • Taxpayer owned infrastructure (Federal, State and Local Gov Policies) • Buildings (Ordinances to support not hinder) • If the Government wants to help, they need to be fair and unbiased.(ETC Status) What does a WISP need?

Fixed wireless is the most cost effective means to deliver reliable broadband • 5 to 10 Mbs broadband internet in rural markets • 5 Mbs-1Gbs service in urban markets • Competitive local phone services with 911 • Primary and Backup connections to First responder agencies • A means to access a la carte TV services like Netflix and Hulu • Smart Grid support to utilities • WiFi for Cell Phone off loading What services do WISPs offer?
