  4. VICH………Established 2008 Mission: ……… “To promote economic development by improving the City of Vienna’s existing housing stock, by filling the need for affordable workforce housing, and by educating our citizens on homeownership and neighborhood responsibility.”
  5. GOALS I. Rid City of substandard housing (269 substandard & 24 dilapidated) Plan: Stricter Code Enforcement Rehab 5 homes in 3 years Make needed improvements & upgrades to the City’s housing by weatherization techniques Make needed improvements & upgrades to the City’s infrastructure

RESULTS TO DATE 11 Dilapidated mobile homes have been either demolished or removed from the city 8 Dilapidated houses have been demolished 24 property owners have cleaned their sites of high grass, trash, and debris 38 junked vehicles have been removed from our City neighborhoods to date Keep Vienna Beautiful has started a City-wide Recycling Program

  10. Rehab 5 Homes in 3 Years 2011 CHIP Grant – proposing 6 Rehabilitations and 1 Reconstruction
  11. Results To Date 2 houses rehabbed using private funds Total rehabilitations = 3
  12. Promote Energy Efficiency Through Weatherization Georgia Weatherization Assistance Program 18 homes weatherized in DC (8 in Vienna) Average spent per home was $5,990
  13. Improvements & Upgrades To Water/Sewer Work on the City’s waste water treatment system is now under construction using $2M in grant funds received from OneGeorgia, EIP, and EPD. Braxton-Snyder Subdivision: Sewer lines completed benefitting 40 houses and 148 people. Now seeking funding to enlarge water lines in order to provide fire protection services to this neighborhood. Braxton-Snyder Subdivision Force Main Replacement Project
  14. GOALS II. Develop new affordable housing Plan: Perform Housing Inventory & Needs Assessments Develop quality affordable rental property Identify infill sites Adopt a subdivision ordinance Develop incentives to attract builders Promote downtown loft living
  15. Progress Made Completed an Inventory & Conditions Assessment and also a Housing Demands Survey 2. Working on an infill site portfolio 3. Working on a subdivision ordinance for the City 4. Working with our Real Estate Partner to promote Downtown Loft spaces 5. Continuing to work with our partner, SWGA United, to develop quality affordable rental property

  17. Goals Education, Education, Education Plan: Change the perception of our local schools by promoting a more “positive public image” of the Dooly County School System. Existing and new homeowner/renter education Financial literacy education for high school age students Community education concerning housing programs and assistance available Energy efficiency education

Progress Made Committee formed to address local public school image with Board of Education and to pursue a positive PR Campaign Held Town Hall Meeting – educate elected officials & public Distributed100 copies of Georgia Power’s “Energy Usage Guides”. SWGA United continuing to hold Home Buyer Educations Workshops in Dooly County. 4 workshops in DC this year with 22 attendees To date 827 individuals have participated from over 22 counties. 62 individuals are in the 1-on-1 Counseling Sessions with 39 of those from DC

VICH Plans Continue to seek ways to help residents upgrade and maintain their homes Encourage new infill development Encourage loft living in downtown Develop incentives to attract builders Pursue an Opportunity Zone designation Hold a County-wide Housing Fair in the spring Continue to educate our elected officials, the general public, and especially our youth who are our future homeowners
