PRESENT STATUS OF BACHAT LAMP YOJANA SCHEME IN TAMILNADU. BACHAT LAMP YOJANA SCHEME (BLY). To reduce the peak demand and also to mitigate global warming TANGEDCO decided to implement the BLY scheme in Tamilnadu and intimated their consent to BEE for participation in 2008 itself.

BACHAT LAMP YOJANA SCHEME (BLY) To reduce the peak demand and also to mitigate global warming TANGEDCO decided to implement the BLY scheme in Tamilnadu and intimated their consent to BEE for participation in 2008 itself. Implementation of the BLY scheme in Tamil Nadu having 13.5million domestic consumers would result in a peak load relief of approx. 500-600 MW.
BLY IN 2008 TANGEDCO initiated the tendering process to engage a CFL Manufacturer/Investor to implement the scheme in Tamilnadu in March 2008. At that time BEE was in the process of developing the PoA for the BLY scheme. Initially the work for implementing the BLY scheme in 60% areas of Tamil Nadu comprising of 22 Electricity Distribution Circles (EDC) with approx.82 lakhs metered and billed domestic consumers was awarded to M/s.AES India Pvt Ltd, in December 2008. Since the PoA was not registered, M/s AES India withdrew from implementing the scheme in Tamilnadu. Hence the scheme could not be commenced.
BLY IN 2009 Again re-tendering process was commenced in August 2009 while the BLY PoA was under validation. Subsequent to several rounds of negotiations the work for BLY scheme in 60% areas of Tamil Nadu comprising of 22 Electricity Distribution Circles (EDC) with approx. 82 lakhs metered domestic consumers was awarded to M/s.Silver Fir Advisors Pvt Ltd, Noida on 30th April 2010. The PoA was registered with CDM EB on 29.04.2010. The Bilateral Agreement between the investor and the TANGEDCO was signed on 04.10.2010.
Technical specification of the project CFLs The CFLs to be distributed under this scheme should conform to IS 15111 part 1&2 including latest amendments in addition to the following specifications as furnished in your offer: Rated wattage of customised CFL : 6-20W (depending upon the ICL being replaced. Total lumen output of the CFL should be equal to or more than that of ICL being replaced). Life period of CFLs : 12,000 Hrs. Mercury content : less than 3mg & Power factor : more than 0.9. Total harmonic distortion : less than 40%. Warranty period : three years.

PILOT SCHEME A pilot project under BLY scheme was launched at Cuddalore EDC on 12th Sep. 2010 and Muttam village of Cuddalore EDC was identified for distribution of CFLs. Out of 312 domestic consumers in muttam village, 296 consumers participated voluntarily under the scheme. 1167nos 11W CFLs were distributed to the consumers in exchange of the 60W ICLs in use at the rate of Rs.15/ per CFL by M/s. Silverfir Advisors Pvt. Ltd. Noida in September 2010.
ENERGY SAVINGS UNDERPILOT SCHEME The energy savings before and after replacement of CFLs in Muttam village were studied and noted that energy consumption has been reduced by about 27,470 units in 5 months from Oct. 2010 to Feb. 2011 against the estimated energy savings of 30,000 units. Further the energy consumption pattern for the subsequent months are also being monitored.
Challenges in implementing BLY scheme Creation of awareness among consumers. Co-operation of consumers during implementation as the scheme seeks voluntary participation. Logistics for extending the distribution of CFL across remote location. Logistic arrangements for bringing back the used ICBs. Manpower to be employed for distribution. Co-operation of the consumers in avoiding misuse of CFLs. For misuse of CFLs, petition will be submitted by the Project Developer for approval of TNERC for imposing penalty on the consumers. Ensuring proper documentation as required for CDM registration. Warehousing facility for storage. Maintenance of data for the crediting period of 10 years. Co-ordination with local transporters. Disposal of fused CFLs.
STEPS TAKEN BY UTILITY FOR AWARENESS All the District Collectors, Commissioners, Directors of Panchayats, etc addressed to extend their support and cooperation in creating awareness about the scheme to the consumers. Secretary for School Education and college Education and all the heads of Universities have also been addressed to encourage/involve students in widely propagating the benefits of the scheme among the domestic consumers. All the field officers of TANGEDCO have been advised to extend necessary support to the PDs in generating awareness for maximum participation of the consumers.
PRESENT STATUS – BLY PH-I M/s Silverfir has been requested to commence the CFL distribution in all 85 Municipal Towns covered under Phase-I. The PD engaged agencies for executing various tasks involved in this project. Trained the personnel recruited for this purpose by M/s. Silver Fir. As the Election date has been announced in Tamilnadu, the work is expected to be commenced in full swing after 13th April 2011.
PRESENT STATUS – BLY PH-II For the balance 40% areas comprising of 17 EDCs with about 53lakhs domestic consumers, Expression of Interests as per BEE’s template were called for from the CFL Manufacturers / Traders / Investors empanelled with the BEE in September 2010. The work was awarded to M/s. Green Alliance, Australia on 01.12.2010.

PRESENT STATUS – BLY PH-II contnd M/s Green alliance is in the process of negotiating the issues in the Bilateral agreements and Tripartite agreement with BEE & TANGEDCO.
Services expected from BEE • The draft Bilateral agreement submitted by the Project Developers are not as per the template. As BEE has taken lot of efforts to finalize the template and their lawyers are familiar with the BLY scheme, the legal services of BEE could be extended for vetting the documents at free of cost to the Utilities. • It is learnt that a grant of Rs.3lakhs per CPA has been announced by BEE to the PDs for creating awareness to the consumers. What are the other concessions rendered to the investors under the scheme? • During the empanelment process itself the credentials of the Investor and the local implementing agency in India for the foreign Investor/Manufacturer may be verified and their acceptance for the terms of the Bilateral/Tripartite agreements (especially from the international investors) to avoid undue delay in rolling out the project by utility after awarding the work.
Services expected from BEE – Contd. • It is suggested that the BEE to conduct periodical review of the scheme preferably every quarter with the Utilities and the Project Developers to address and resolve the difficulties/issues faced during the implementation. • Out come of the meeting/workshop etc with regard to BLY scheme with any Investors/ Utilities/ DOEs/ SDAs etc., and any revision in the PoA may be communicated to all the utilities who are implementing the scheme so as to update the BLY status. • To incorporate the roles and responsibilities of BEE also in the TPA template.
