  1. Fogarty International Center: HIV Research Training Program: New Applications and Strategies Gene D. Morse, PharmD University at Buffalo AIDS International Training and Research Program

  2. Transitioning fro AITRP & ICOHORTA to HIV Research Training (from RFA) • FIC has provided 25 years of support to HIV research through the AIDS International Training and Research Program (AITRP) and the International Clinical, Operations and Health Services Research Training Award for AIDS TB program (ICOHRTA AIDS TB (ICOHRTA AIDS TB). • Awards under these two programs have supported research training of LMIC individuals who have participated in important HIV research, conducted at LMIC institutions and in partnership with U.S. and other international scientists and scientific institutions.

  3. Transitioning fro AITRP & ICOHORTA to HIV Research Training (from RFA) • Recent scientific advances in HIV/AIDS, including: • interventions to reduce mother-to-child HIV transmission • addressing HIV/TB co-infection • preventing HIV infection through behavior change, microbicides, and antiretroviral drugs • Facilitated through partnerships with LMIC scientists and supported by the FIC research training programs.

  4. HIV Treatment and Prevention • Initial use of antiretrovirals (ARVs) for treatments. • ARVs used for post-exposure prophylaxis (PEP) • ARVs investigated for prevention (oral ARVs, vaginal, rectal microbicides) • Treatment as prevention (HPTN 052) • 2012 transition from emphasis on treatment to prevention.

  5. Fogarty HIV Research Training Program Announcement(s) The Fogarty HIV Research Training Program solicits applications under three different Funding Opportunities Announcements (FOAs). • Fogarty HIV Research Training Program for Low- and Middle-Income Country Institutions (D43, PAR-12-068) • Limited Competition: Planning Grant for Fogarty HIV Research Training Program for Low- and Middle-Income Country Institutions (D71, PAR-12-070) • Training Programs for Critical HIV Research Infrastructure for Low- and Middle-Income Country Institutions (G11, PAR-12-069)

  6. Fogarty HIV Research Training Program for Low- and Middle-Income Country Institutions (D43, PAR-12-068) • The purpose of this FOA is to encourage applications for research training programs to strengthen the HIV research capacity at low- and middle-income country (LMIC) institutions. • Each application should propose a training program that will build or strengthen research capacity in an applicant-defined HIV-related scientific topic at an identified LMIC institution. • Current AITRP and Phase II ICOHRTA AIDS TB award institutions are not eligible to submit applications under this FOA until the last year of their current AITRP or Phase II ICOHRTA AIDS TB project period.

  7. Applicant-defined HIV-related scientific topic at an identified LMIC institution • Clinical Pharmacology • Medication Adherence • Pharmacovigilance; Adverse Drug Reactions/Safety • Pharmacokinetics and Pharmacodynamics • Pharmacogenomics • Nanopharmacology and Nanomedicine • Pharmacoeconomics • Health Information Technology

  8. Limited Competition: Planning Grant for Fogarty HIV Research Training Program for Low- and Middle-Income Country Institutions (D71, PAR-12-070) • The purpose of this FOA is to encourage institutions in low-and middle-income countries (LMIC) to submit an application for a planning grant under the Fogarty HIV Research Training Program. • This program supports research training that will strengthen the HIV research capacity of institutions in low-and middle-income countries (LMIC). • The planning grant application must propose a plan to develop the components necessary for an application for a research training program to submit in response to D43 FOA (PAR-12-068 for D43 FOA). • In developing an application for a planning grant, applicants need to be familiar with the objectives and special requirements of the research training program as defined in the D43 FOA.

  9. Training Programs for Critical HIV Research Infrastructure for Low- and Middle-Income Country Institutions (G11, PAR-12-069) • The purpose of this FOA is to encourage U.S. institutions with research collaborations at low-and middle-income country (LMIC) institutions to submit applications for training programs to strengthen the leadership and expertise in selected critical research infrastructure areas at their collaborating LMIC institutions. • This FOA can support training related to technical expertise, administration and financial management in support of: • dedicated research offices • offices of research integrity • ethics committees for protection of human subjects • committees for animal care and use in research • health sciences libraries (library and information science) • information and communications technology systems (ICT) - (expertise to keep systems up and running)

  10. Summary • New application format provides opportunities to develop focused programs within country. • Planning grants provide a mechanism for building new partnerships. • Infrastructure support for HIV research is a great opportunity for emerging programs. • Acknowledgements: D43TW007991-01A2 from the NIH, FIC.
