Merseyrail Network Capacity • Merseyside Rail Utilisation Strategy (RUS) forecasts passenger growth (Merseyrail network) of 40% by 2020 (2.8% p.a.) • LCRTM also forecasts significant rail passenger growth for the sub-region • RUS: three key pressures identified: • Capacity at central Liverpool stations particularly at Liverpool Central on the Northern Line platforms • Overcrowding on a number of services, particularly into Liverpool at peak times. • Insufficient car parking and poor interchanges. Nearly a quarter of passengers on the Merseyrail network use a car to get to the station. Car parks at many locations are full, and on-street parking around stations is common.

What we know • We have been successful in delivering previous LTPs • Congestion not yet a big problem? • Merseyside’s economy has been growing - but it’s uneven • People in high-skilled jobs travel further distances to work • If our workforce does not have the right skills, we may have to draw in workers from outside • This leads to longer distance commuting • This leads to congestion, injury, pollution and poor health • These effects are typically felt in disadvantaged areas

Our transport challenges • We need to reduce carbon levels • Growth in car ownership and long-distance commuting • Rising demand for freight, especially vans • Reduce transport impacts in disadvantaged areas • Increase levels of cycling and walking and bus use • Running out of rail capacity • Money will be extremely tight in future

Some priorities • Tackle obesity, poor health and poor air • Cycle and pedestrian facilities • Measures that help get people into work - WorkWise • New public transport services • The role of taxis • County-wide smart card (like Oyster) • Good transport information systems • Ensure adequate funding to look after what we have • In the short term we must do this with less funding

Learning from others • Merseyside is changing and growing • But we have big challenges • Economy, low skills, poor health • Link between wealth and car use • Zurich and Hamburg – • high economic growth, public transport use, walking, cycling • low levels of congestion and pollution • Cities with good, clean transport systems are successful • Opportunity for a new mobility culture for Merseyside?
