Then “what we need to facilitate is that – at the most local, most individual level – people both identify and solve problems in the way that they wish to solve them”. • Local Councils: Parish and Town Councils established in 1894 • Statutory Bodies with Statutory Powers • Constant process of receiving more powers: esp. LGA 1972 and the Localism Act 15th Nov 2011 • 1st tier of Local Government operating at grassroots level. • Around 9,000 Parish & Town Councils in England • 313 Parish & Town Councils and Parish Meetings in Kent Kent Association of Local Councils
