DEPURE Project description • Title: Développement d’un système durable pour la prise de DÉcisions PUbliques au niveau RÉgional dans l'économie de la connaissance • Acronym: DEPURE • Code of the project: 3S0144R • Programme: INTERREG IIIC - Sud • Instrument: Regional Framework Operation • Timeline: 36 months • Budget: 2.460.000 € • ERDF: 1.372.500 • Basque Government (Lead Partner): 980.000€ (ERDF: 490.000€) • Regione Toscana: 910.000 € (ERDF: 455.000€) • NORDA (North of Hungary): 570.000€ (ERDF: 427.500€)

  5. Objectives of DEPURE GENERAL OBJECTIVE Development of a Sustainable System that will allow the validation, evaluation and analysis of public decision making in knowledge economy

Objectives of DEPURE SPECIFIC OBJETIVES : • Provide regional authorities with tools that will support planning processes and public decision making. • Evaluate the impact of public policies • Reinforce co-operation and knowledge and experience exchange among administrations at regional and interregional level. • Improve the effectiveness of regional development and cohesion instruments and policies • Develop a mechanism for co-ordinated information collecting that will enable interregional benchmarking. • Facilitate knowledge and experience exchange by means of innovative techniques. • Develop a common approach capable of influencing regional policies and guaranteeing the integration of DEPURE results in participating regions’ policies.

Contribution to regional and local development: Case of the Basque Country Characteristics of the intermediate entity: • GARAPEN, theBasque Association of Development Agencies, was founded in 1992 and actually groups 25 Development Agencies of the three Basque Provinces. • The phenomenon of the Local Development Agencies arises in the Basque Country at the beginning of the 80s, when the municipal governments tried themselves to palliate the high rate of unemploy-ment produced by the serious industrialist crisis of the region. • In 1984 was created the first Basque Development Agency, also the pioneer at state level, and it was followed by many others, fomented from the municipal level and thanks to the support of the Regional Government and the Provincial Councils. • GARAPEN was born in this context, to satisfy the need of an institution able to become a common place for all the agencies, a place where to exchange information, to offer support and to take advantage of the best of each Agency for the benefit of all of them.

Contribution to regional and local development: Case of the Basque Country Characteristics of the intermediate entity: • Regarding the participation of GARAPEN as intermediate entity in this RFO, where the key is the development of a co-operative work model through local-regional agents, the most important argument is that GARAPEN guarantees local participation. • GARAPEN ensures this local participation in the Basque Region, since with the set of services of the associate agencies practically guarantees 90% coverage of the Basque population. • GARAPEN is the unique local actor, whose presence supposes a multiplying effect in the actions and policies by its territorial multicapillarity. GARAPEN through their agencies works in multiple areas, meaning a cross-sectional presence in regional development. • The Agencies belonging to GARAPEN’s experience of Urban Observatories can be used as a platform for updating Information to the Visualisation System, as well as becoming the most important instruments for strategic management of the territory.
