  2. Home Energy Makeover Contest • Meet Goals of Energy Efficiency and Conservation Block Grant • Multiple Eligible Activities • Builds on an existing program with qualified partners immediately ready to roll-out (shovel-ready enhancement) • Verifiable Metrics

Energy Efficiency and Conservation Block Grant (EECBG) Goal Implement strategies to reduce fossil fuel emissions, total energy use, and improve energy efficiency • PRIORITIES: • Leverage other public and private resources • Enhance workforce development • Persist beyond the funding period • Promote energy market transformation such as • revolving loans and low-cost loans • energy savings performance contracting • building and home retrofit incentives and policies

  4. Home Energy Makeover Meets Priorities to Achieve EECBG Goal • Residential Energy Audits • Financial Incentive Programs: • energy savings performance contracting • revolving loan funds • Grants to nonprofit organizations for the purpose of performing Energy Efficiency Retrofits

Partners: Roles and Responsibilities • Wyoming Business Counciland Stakeholder Group (State and Local Government) - Develop strategic direction and provide consultation and guidance. • Wyoming Energy Council(Private Nonprofit)– Supervise home energy audits in contest finalist homes, oversee installs in winning homes, provide energy efficiency and workforce development subject matter expertise • Electric & Gas Industries Association(Private Nonprofit)– Provide turnkey “back office” administration of all other Program aspects. • Independent Qualified Private Contractors – Perform retrofit installations, participate in expanded opportunities • Program Evaluation Entity (TBD) – Third-party to validate measureable results

Verifiable Metrics Third-party to validate measureable results • Homes Improved (do-it-yourself as well as any home improvement by any contractor type), and • Jobs Created (by home improvement contractors adding new staff) • Energy Saved (i.e., electric, gas, propane, total energy demand) – FUEL NEUTRAL • Greenhouse Gas Emissions Reduced (based on fuel type and MMBTU reductions)

Program Components: Builds on Successful Models with Experienced Partners • Statewide Home Energy Makeover Contest with: • 6 winning homes receiving up to $10,000 in home energy improvements, • 24 other Finalists receiving comprehensive home energy analyses, • all contest entrants receiving a free “do-it-yourself” home energy savings kit • program web site with contest winner case studies and contractor referrals • Wyoming GEOSmart Home Energy Makeover Loan Program offering home improvement loans of up to $10,000 with interest rate buy-down tiers of 9.9%, 7.9% and 5.9% for those homeowners who credit-qualify and install one (Tier 1) , two (Tier 2), or three or more (Tier 3) energy efficiency measures by a certified installer. • Regional and Statewide Workforce Development Workshops for Community and Business Leaders • Regional Home Energy Makeover Workshops for Consumers

Projected Impact 2009 2010 Homes Improved = 490 Total Value = $2,930,000 MMBtu Saved = 28,600 Total Greenhouse Gas Prevented = 5,308,170 lbs Direct Contractor Jobs Created = 98 2010 • Homes Improved = 110 • Total Value = $660,000 • MMBtu Saved = 6,420 • Total Greenhouse Gas Prevented = 1,191,630 lbs • Direct Contractor Jobs Created = 22 • Homes Improved = 550 • Total Value = $3,300,000 • MMBtu Saved = 32100 • Total Greenhouse Gas Prevented = 5,958,150 lbs • Direct Contractor Jobs Created = 110 Savings/home* (estimated 20%) = 472 therms; 3246 kWh (58,370 Mbtu) and 10,833 green house gas emissions. Based on a typical 1,800 sq ft home with full basement for 3,672 conditioned sq ft; family of four with defined high energy use of 2,363 therms and 16,234 kWh from Dec 2007-Dec 2008; estimated emissions 54,200 lbs; 20% savings achievable with comprehensive home improvements.
