Office of Academic Research (OAR) The office was established late 2007 • Research Policies & Procedures developed in 2008 • Faculty Consultancy Policy developed 2008 • Research Ethical Rules & Regulations developed in 2009 • HR Research Policies developed in 2010 • Intellectual Property Policy & Procedures developed in 2010 Currently • Revising Research Misconducts Policy • Implementing OGA anticipated go-live February 1st, 2013

Office of Academic Research (OAR) • About 500 active grants (external and internal) • Grant size range from $ 3k up to $15m • Total budget “active grants” about $ 170m • Main funding sources QNRF & QSTP • Collaborating with about 200 institutes and companies around the world, about 80% in North America • 9 Staff plus one admin assistance (legal adviser just joined the office)

Qatar National Research Fund (QNRF) • Qatar National Research Fund (QNRF) established in 2006 • The mission of the Qatar National Research Fund (QNRF) is to advance knowledge and education by supporting original, competitively-selected research. It will provide opportunities for researchers at all levels, from students to professionals, in the private, public, and academic sectors

  12. Qatar National Research Fund (QNRF) Funding Programs: • National Priorities Research Program (NPRP) • Junior Scientists Research Experience Program (JSREP) • Undergraduate Research Experience Program (UREP) • Secondary School Research Experience Program (SSREP)

National Priorities Research Program (NPRP) • The National Priorities Research Program (NPRP), the flagship program and largest funding activity of QNRF, is one of the grant funding activities of QNRF and the primary means by which QNRF will seek to address key national, regional, and global needs through research and to pursue research opportunities for which Qatar may have a comparative advantage. • The NPRP is a one-cycle per year grant application of funding, ranging from US $20k up to a maximum of US$350k per proposal, per year, for research project periods of one, two or three years.

National Priorities Research Program (NPRP) • The total annual budget (direct and indirect) must be expended as at least sixty-five percent (65%) of the total annual award inside Qatar • The total research efforts inside Qatar should not be less than 50% • Only institutions inside Qatar with approved ROs are eligible to submit proposals • The LPI may not be affiliated to submitting institute “awardee” • Indirect cost shall not exceed a total of 20% of the project’s annual direct cost (not the total annual budget).

Key Challenges – Pre award • LPI “regardless if s/he affiliated to submitting institute or not” prepare and submit the proposal on QNRF online system – Submitting institute should review then vet the proposals: • Time zone • Submitting institute usually is not award about LPI institute internal policy, indirect cost… • Internal deadline • Letters should be stamped “now QNRF more fixable” • LPI can not revised research plan during the vetting process

  16. Key Challenges – Pre award • The research plan should not include the names of any of the KIs. During the pre award stage submitting institute communicate only with LPI not her/his RO

Key Challenges – Pre funding • LPI Should revise the budget if any according to peer reviewers comments “if any” within 8 weeks • Hardcopies of the research plan, the budget, the endorsement letters, supporting letters, ethical compliance official approvals and supplementary documents or/and the cover page bearing original signatures and stamps of the relevant offices within 8 weeks. • Awarded Proposals that involve human subject(s) animal subject(s) should be reviewed and approved by relevant SCH registered Institutional Review Board (IRB)/Institutional Animal Care and Use Committee (IACUC)during the pre funded stage. “QNRF requested such documents”

Intellectual Property (IP) we can only share the Intellectual Property ownership with you 50/50 if the Award Intellectual Property is developed • solely by the Sub-awardee or • jointly by the Sub-awardee and the Awardee For the revenue sharing it should be split equally between QF/QNRF and the institution itself

Payment Methods – Advanced/Reimbursement • Closing the advance not on time “big delay in the progress reports” • Some expenditures are not matching the approved budget • Insufficient supporting documents • Transactions before the starting date of the project • Budget changes between categories with out preapproval • Difficulties in obtaining invoices and other documents in English or Arabic Up to third cycle took such risk to build research network and to show good faith

  21. Liability • The Awardee, to the extent legally permitted, shall indemnify, hold harmless and defend QNRF, its officers, directors, employees and agents, and their successors and assigns, from and against any and all claims, demands, and actions, and from any and all liabilities, damages, and expenses (including reasonable attorneys' fees and litigation costs) resulting therefrom, arising out of, or related to, the performance of this Agreement or the representations or warranties made by the Awardee herein except if, and to the extent, due to the negligent, willful or intentional misconduct of QNRF, its officers, employees or agents. This provision shall survive the expiration or earlier termination, for any reason, of the Award

  22. Other Key Challenges – Post award • Export control law • Govern law • Awardees should sign individual agreements with awarded LPIs within one week of the Project Start Date • Budget changes (5% between categories) • All Miscellaneous expenses must be itemized and be in accordance with the finally approved budget • Acknowledgement of support/Co-funding • Progress reports • Final report • Close out

Thank You • When you collaborate with well established institutes, I do not believe different cultures, different languages different, or time zones are barriers for collaboration. “it is a now culture for some institutes” • Emails is good communication tool but not for subcontract negotiations “conference calls are more effective” • We encourage collaboration however we always recommend that LPI should be affiliated to submitting institute “collaboration on level of PI or Co-PI” • NPRP program great opportunity for Collaboration/ building research network
