This Consultation is about… • Improving services for people over the age of 65 experiencing a variety of mental health problems • Making services for Older People with mental illness available 24 hours a day, 7 days a week, 52 weeks a year • Providing more choice so that people can decide when and where they receive care & treatment • Ensuring that people of all ages, including carers, are able to access the care and support they need

Setting the scene • There are in the region of 562,000 people living in Central Norfolk • Of these approximately 89,650 are over the age of 65 • An estimated 1:5 of people over the age of 65 have some form of mental illness at some stage • In 2003 about 10,500 older people received specialist mental health care • Of these 570 were admitted to hospital

  5. Our Vision • To involve patients and carers in the planning of their care and the choice of services they receive. • To ensure that dignity, well-being and independence are maintained for older people. • To ensure that patients receive the right care in the right place at the right time.

Our Principles • Improved access to effective care • Independence and well-being • More choice • Care closer to or in your own home • To eliminate age discrimination • To make sure people are only admitted to hospital when they really need to be • More support for carers • To make our service a better place to work in • To work closer with other organisations

Why we need a new approach • The number of older people needing specialist mental health support is increasing • Advances in medical treatment • People need to have their conditions identified earlier in order to benefit from these advances • We all have increasing expectations for example the desire for more choice and greater independence

What we would like to do differently • Support people during times of crisis – 24 hours a day, 365 days a year • Provide more specialist mental health workers closer to home • Give more information and training to paid and family carers • Put specialist mental health care into other care settings for example the Norfolk & Norwich University Hospital • Provide specialist intensive support to people with dementia

What are the practical decisions that we are faced with? • Do we cease to use the five existing wards, Rebecca House, Cygnet House, Yew Tree, Laburnum & Ellacombe, for Continuing Care? • Should we seek to agree alternative care uses for these wards? • Do we open a centrally located Specialist Dementia Intensive Care facility for Continuing Care (inpatient and respite beds)?

What will happen to patients who are in the wards now? • Patients would be assessed together with carers by specialist mental health staff • Care home placements would be found for those who need permanent 24 hour care • Care funded for life (if admitted prior to 31.03.03) • Continued monitoring of care from specialist mental health staff

What will not happen to patients who are in the wards now? • They will not be discharged into the care of family or carers • They will not be transferred to a care home without the agreement of family or carers • They will not be placed in care homes that are not easy to reach by family and carers • If they were admitted before 31.03.03 they will not pay for their ongoing care needs • Their future care will not go unchecked by specialist mental health staff

  12. How can we make sure there are enough good care homes • Quality - Specialist mental health staff working in care homes providing training & support to paid carers; improved inspection and regulation of care homes. • Quantity -Norfolk County Council Social Services Care Home review currently in progress with aim of increasing overall numbers of places
