What rules guide staff behavior? Quality assurance. Legal policies and standards – Do they have adequate coverage? Complaints from those indirectly affected? Are they adequate? How are possibilities of subtle discrimination handled? Are they well enforced? Who is responsible for enforcement and shaping rules? Are they appropriately adaptable? INSIDE THE BANK Honesty and openness of internal communication. Intellectual property acknowledging resources. Application of ED decisions. INSIDE THE BANK What is done to raise ethical standards? How fair is what happens when something goes wrong? Recourse? Corporate footprints. How is the ethos transmitted? Honest use of resources. Effective use of resources. Whistle-blower protection? Operational Managers What do we do to address misuse of our power? What are specific standards of behavior and how are they applied? Sins of Commission (beyond rules). Safeguard policies. Arrogance? Are people affected able to hold Bank to account? Sins of omission (what we miss doing) “Outside Bank” behaviors with employees in families (domestic abuse, GV employees). How do we know how well this works? RELATIONS WITH CLIENTS, PARTNERS AND CRITICS How effective are disclosure policies? Are we honest in our use of data always? RELATIONS WITH CLIENTS, PARTNERS AND CRITICS What redress is there? Adequacy of evaluation and monitoring. Financial impact of our work and analysis. Personal reports in media on staff. Handling of problem cases (arrests, accusations) How doe we deal with human rights issues not covered by Bank policies (torture, slavery, press freedom, religious freedom)? How well do we deal with corruption? “Cultural diversity” in country offices. Benchmarks/Millennium Development Goals
