  3. WHY? • To Improve treatment? • To control treatment costs? (including reporting & other adm. costs) • To consolidate all safety net services data for each person

  4. Be a smart buyer! Step 1: Define Requirements • 42 CFR Part 2 Confidentiality • Client (Electronic) Identity • Inter-operabilities (e.g. Medicaid/primary Care, social services)

  5. Step 2: Talk To Your Peers!(Internal & external) • Discover how you are not alone • Peer counseling is the first level • of treatment for ‘silo syndrome’

  6. Step 3: Talk to EHRs Venders & Test Drive • Private sector (proprietary) systems • Public sector (open source) systems

  7. Other lessons learned • Don’t use an EHRs to merely automate paper record processing. You can at least streamline operations • Don’t make a large EHR investment unless you plan to eliminate all paper records

  8. If/as you move toward • making a large investment, • ‘hire’ an in-house IT expert • (you need your own techie to get unbiased and unvarnished advice)

  9. If you can’t afford an in-house techie, then maybe you should collaborate with other counties to reach a true critical mass
