Article Five [Amendments]. Whenever two thirds of both houses deem it necessary, the Congress shall propose amendments to the constitution. NO Amendment made prior to 1808 shall in any Manner affect the 1st and 4th Clauses in the 9 th section of the 1 st Article.

  1. Article Five[Amendments] Whenever two thirds of both houses deem it necessary, the Congress shall propose amendments to the constitution. NO Amendment made prior to 1808 shall in any Manner affect the 1st and 4th Clauses in the 9th section of the 1st Article.

Article Six[Debts, Supremacy, Oaths] • All debts and engagements will be valid against the United States under the Constitution, as under the confederation. • All treaties and laws made by the Authority of the United States, will be the supreme law of the land. • Senators, representatives, members of the several State Legislatures, all executive and judicial Officers, both of the United States and of the several States, shall be bound by Oath or Affirmation, to support the Constitution

  3. Article Seven[Ratifications] • The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.
