Problem Statement • The existing Scottsville WWTP is at its limit of its permitted capacity largely because of excessive wet weather flow during spring months. • The existing process equipment is at the limit of its useful life. • Key treatment processes further limit actual plant capacity, especially grit removal and influent pumping. • Inefficient sludge disposal system. • Plant is subject to periodic flooding and/or hydraulic overloading.

  4. Current WWTP Condition • The Scottsville WWTP was constructed in 1968 (42 year old facility). • Much of the original equipment from 1968 is still in use and has reached the end of its intended design life. • The existing WWTP can only process 20% of sludge solids. The remaining 80% of sludge solids must be hauled from the WWTP, for disposal at the Monroe County Van Lare WWTP. • The WWTP has a permitted capacity for treatment of 0.65 Million Gallons per Day. During Spring months this permitted capacity is quite often exceeded. • The existing WWTP has virtually no excess capacity available to accommodate additional customers.

Current Sanitary Sewer Costs Village of Scottsville Household The typical Village household sewer rate is currently $260 per year. • About $ 115 of this amount is for operation and maintenance of the Village sanitary sewer collection system. • About $ 145 of this amount is for operation and maintenance of the Village waste water treatment plant. • Currently the Village sanitary sewer operation is debt free.

Current Sanitary Sewer Costs Town NE Sewer District Household The typical NESS household sewer rate is currently $183 per year. • About $38 of this amount is utilized by the Town for NESS collection system operation and maintenance. • About $145 of this amount is paid to the Village for sewage treatment and disposal.

Current Sanitary Sewer Costs Village Household WWTP O&M $145 / year Sewer O&M $115 / year $260 / year • The difference in Village - $115/year and Town - $38/year sewer operation and maintenance costs is primarily due to differences between the two collection systems, especially age, pipe materials, and availability of storm sewers. • Town – Sewer Mains are 5 to 40 years old. • Village – Sewer Mains are 20 to 90 years old.   17. Village Household Sanitary Sewer Rates Currently the Village sewer rate is $260. The graph shown below projects this sewer rate into the future at a 1.6% per year increase. In the past 20 years this rate has increased at an average of $6.00 per year.

The graph shown below projects this household sewage treatment sewer rate into the future at a 1.6% per year increase. In the past 20 years this rate has increased at an average of $1.67 per year

  19. Village Household Sewer Rates – Pumping to MCPW By utilizing MCPW for sewage treatment, the Village household sewage treatment rate would be $81.40 per year. The sanitary sewer collection system household rate would be $115.32 per year. This represents an estimated yearly household treatment and collection system savings of $63.00. Current Village Sewer Rate of $260 per year

  20. Alternatives for Sewage Disposal • Complete Reconstruction of WWTP • Repair / Replace WWTP Equipment • Regional Pump Station & Force main to convey Sewage to Monroe County Pure Waters.

Alternative 1 – WWTP Reconstruction • Complete Reconstruction of WWTP. • Estimated project cost is $7.0 Million. • Village must continue its commitment to Operate & Maintain WWTP. • Higher Household sewage treatment costs. • New larger plant may be subject to additional permit limits for nitrogen and phosphorus. • Will provide capacity to accommodate additional customers. • Continued discharge to Oatka Creek.

At 15 year intervals additional expenditures of $1.5 Million would be anticipated. • Service life is dependent on continued periodic expenditures to address future equipment and structural deficiencies. • Village must continue a commitment to the cycle of borrowing and debt repayment to keep an operational WWTP. • Village must continue its commitment to Operate & Maintain WWTP. • Higher sewage treatment costs. • Will not provide additional capacity. • Continued discharge to Oatka Creek • May be subject to more restrictive discharge limits in the future.

Alternative 3 – Regional Pump Station • Construct a Regional Pump Station and Forcemain. • Estimated Project Cost is $4.5 Million. • Monroe County Pure Waters will operate & maintain the Pump Station & force main, and provide waste water treatment at VanLare. • Lower sewage treatment costs. • Eliminates potential future costs to the Village, once project debt service has been repaid. • System will provide additional capacity. • Eliminates WWTP discharge to Oatka Creek.

  30. Regional Pump Station & Forcemain Project Cost Estimate • Village is eligible for USDA Rural Development project funding. • Project funding will be accomplished through long term project financing. • Maximum Interest Rate of approximately 4% for a 38 year term.

Operation and Maintenance • Village is no longer committed to WWTP Operation and Maintenance. • Monroe County Pure Waters will operate & maintain pump station system. • Lowest yearly Operation and Maintenance Cost. Environmental • Eliminates WWTP discharge to Oatka Creek. • Consolidates Waste Water Treatment to one Monroe County location. • Overland sludge hauling is eliminated. Service Life and Capacity • Long service life. • MCPW is responsible for future capital cost expenditures. • Will provide additional excess capacity.

Regional Pump Station & Forcemain Project Plan • Construct a Regional Pump Station and Forcemain. • Pump Station to be located at existing WWTP site on River Road. • Pump station to be constructed to MCPW standards. • Forcemain will be a 17,000 feet long, 14-inch diameter pipe. • Forcemain will extend northward to NYS Route 253, then eastward along Route 253 to the Monroe County Interceptor Sewer located in Henrietta. • Project will address current problems with existing N.E. gravity trunk sewer located along the Greenway.
